DEPARTMENT: Idaho State Police

JOB SUMMARY : Plans, manages, and directs all activities and operations of the Idaho State Police; directs the development of the goals & objectives as stated in the Strategic Plan; coordinates assigned activities with members of the judicial, executive, and legislative branches, other state agencies, allied local, county, state, and federal agencies; meets with citizen groups and responds to public inquiries as appropriate.

KEY RESPONSIBILITIES:

  • Manages and directs operations of the Idaho State Police, assuming full responsibility for all department services and activities; Provides leadership and guidance to division and program commanders. Directs development of agency strategic plan, goal setting and evaluates outcomes.

  • Manages the development and implementation of departmental goals, objectives, policies, and priorities for each service area. Provides direction to the leadership team on the development of the department goals and objectives.

  • Responds to public and Legislative inquiries and concerns; explains, justifies, and defends the Agency’s programs, policies, and activities; negotiates and resolves sensitive and controversial issues.

  • Represents the Idaho State Police at the national level, and strives to maintain positive working relationships with fellow State Agencies, the public, media, and elected officials at all levels of government.

  • Establishes appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures, allocates resources accordingly; monitors and directs budget and non-budget personnel items.

  • Selects, trains, motivates and evaluates assigned personnel, ensuring staff training occurs and career development is achieved; work with employees to correct deficiencies, implementing discipline and separation processes when necessary.

  • Plans, coordinates, and directs, utilizing subordinate level staff, the State Police work plan, assigning projects and programmatic areas of responsibility, and meeting with key staff to detect, assess and resolve issues.

  • Identifies and assesses workloads, administrative and support systems, and internal reporting relationships, identifying opportunities for improvement; oversee the implementation of those changes.

  • Oversees and directs the development and administration of the Department’s budget; approves the forecast of funds needed for staffing, equipment, materials and supplies, approving expenditures and making budgetary adjustments as necessary.

  • Responsible for all crime prevention and interdiction efforts, including the prevention of traffic accidents; direct and assist with investigation of major crimes, accidents or other unusual incidents, including such complex crimes as major drug and other organized criminal activities, agency conflict investigations, and officer involved critical incidents.

  • Serves as a member of a variety of boards, commissions, and committees, including but not limited to the Idaho Peace Officer Standards and Training Council, the Idaho Board of Medicine, the Rocky Mountain Information Network Board of Directors, the Idaho Criminal Justice Commission, and others, preparing and presenting reports, testimonies, and other communications as necessary, maintaining relevant and up-to-date knowledge of trends and innovations in the field of law enforcement; serves as an expert resource to law enforcement personnel, coordinating the information, resources, and work teams needed to ensure a productive and positive work environment often in very complex and trying environments.

  • Performs work during the days and hours necessary to complete all assigned responsibilities and tasks, as well as related duties as required. Must be available (especially during regular business hours or shifts) to communicate with subordinates, supervisors, customers, vendors and any other persons or organization with whom interaction is required to accomplish work and employer goals.

    QUALIFICATIONS

    EDUCATION & SPECIAL LICENSE(S)/CERTIFICATIONS :

  • Possession of a valid Management, or higher level, POST Certification.

  • Have achieved, over the last three consecutive years of service, a performance evaluation rating of ''Achieves Performance Standards" or higher.

  • Be at least 21 years of age or older.

  • US citizen

  • Possession of an appropriate, valid, state-issued Driver's license.

  • Must maintain an insurable driving record.

  • Must successfully pass polygraph exam and Idaho State Police background investigation prior to employment.

  • Bachelor and/or Master degree in a related fieldpreferred.

  • Completion of the FBI National Academy, Northwestern School of Police Staff and Command, or equivalent law enforcement leadership training preferred.

    SKILLS & EXPERIENCE :

  • At least 15 years of increasingly responsible law enforcement experience including at least 10 years of law enforcement administrative and supervisory experience.

  • Must have held permanent status within a law enforcement agency of at least the rank of captain or equivalent or higher.

  • Excellent oral and written communication, organizational, and analytical skills.

    MENTAL REQUIREMENTS INCLUDE :

  • Ability to read and comprehend city, state, and federal regulations.

  • Ability to analyze complex problems and recommend and direct implementation of possible solutions.

  • Ability to recognize and protect confidential information.

  • Ability to make critical decisions under high stress situations.

  • Ability to train, mentor and guide others.

  • Ability to act with diplomacy and sound judgment.

  • Ability to utilize both abstract and logical reasoning.

    PHYSICAL REQUIREMENTS INCLUDE :

  • Ability to make and receive telephone calls.

  • Ability to operate emergency vehicles.

  • Mobility to travel to various statewide and national locations.

  • Ability to sit and be attentive for extended periods of time.

  • Ability to speak to an individual or group for extended periods of time.

  • Ability to pass the annual Physical Fitness Test.
