A Brief Overview

The Land Use & Licensing Project Manager supports the Hospitals' land use and licensing program for both the main medical campus (Palo Alto) and offsite locations. This position supports functions related to facilities' licensure with the California Department of Public Health, including analysis of spaces for conformance to requirements for licensing and accreditation, such as relevant building code and life safety code requirements, as well as managing associated record-keeping and reporting functions.

What you will do

  • Manages the selection process and contract negotiations for consultants, contractors, and vendors.

  • Develops and manages accurate project schedules.

  • Manages, controls, and tracks project budgets.

  • Monitors construction projects for compliance with environmental mitigation measures,

  • Assists in preparation of reports for local jurisdictions documenting compliance.

  • Maintains tracking and reporting tools and develops new tracking/reporting mechanisms as required.

  • Collaborates with multiple Hospital departments to ensure compliance with ongoing entitlements obligations.

  • Provides general land use, planning and analytical support for Hospital projects, and may also support Directors of Planning, Construction, Project Management or Communications in other project management tasks.

  • May also support the implementation of the Hospitals’ sustainability and carbon reduction goals, including but not limited to, development and ongoing refinement of sustainability-focused design and construction guidelines.

  • Demonstrates effective planning by anticipating problems and resolving them before they adversely impact projects.

  • Sets appropriate priorities to achieve desired outcomes.

  • Initiates appropriate action in urgent situations by adjusting priorities to address immediate issues.

  • Makes necessary technical, professional, business and process decisions and ensures that all needed decisions are accomplished according to schedule, quality and budget guidelines.

  • Utilizes effective problem-solving methods to resolve project issues.

  • May be assigned responsibilities related to the overall mission of the department such as assisting in the development of policies, guidelines, and standards, maintaining department records, acting as department representative on committees and professional organizations, etc.

Education Qualifications

  • Bachelor’s Degree in land use planning, architecture, or related field.

  • Master's degree Preferred

Experience Qualifications

  • Minimum of two (2) years of design, construction, or planning experience in health care facilities or city planning or similar complex facilities or regulatory structures.

Required Knowledge, Skills and Abilities

  • Strong analytical, organizational, leadership, and interpersonal skills, and effective oral and written communication skills.

  • Technical, professional, and business knowledge of health care delivery is desirable.

  • Working knowledge and experience with personal computer-based applications including spreadsheets, databases, scheduling, and word processing is essential.

  • Experience with OSHPD/HCAI projects highly desirable.

  • High degree of communications skills – written, verbal and analytic.

  • Presentation and report generation skills including the ability to write reports and create PowerPoint presentations and multi-media computer graphic presentations.

  • Deep experience with spreadsheet and database formats, including the ability to build and maintain complex Excel spreadsheets and databases.

  • Superior detail management and project/schedule tracking skills to ensure timely compliance with mitigations and milestones.

  • Conversant with Financial Accounting principles for Capital and Operating budgeting.

  • Ability to interact effectively with all levels of City, County, Hospital, University, legal and project management, engineering, and consulting staffs.

  • High degree of self-direction and personal time-management skills; ability to work with little routine supervision and to identify and communicate questions or conflicts as they arise.

  • Capacity to provide project management support on additional assignments in support of project teams or real estate teams.

Base Pay Scale: Generally starting at $55.80 - $73.92 per hour

The salary of the finalist selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training. This pay scale is not a promise of a particular wage.
