Minimum Qualifications Non-Competitive: bachelor’s degree and three years of experience of IT auditing experience, an associate degree and five years of the experience listed, or seven years of the experience listed.IT auditing experience must have been gained in any one or combination of the following:- An information system or audit professional with responsibility for designing, developing, and evaluating mainframe and server-based audit systems.- An information system or audit professional with responsibility for designing and programming tests to perform audits of physical and logical access controls of mainframe and server-based systems.- An information system or audit professional with responsibility for data extraction, manipulation and analysis using information from diverse sources, including preparation and presentation of written reports of findings suitable for non-technical audience.- An information system or audit professional with responsibility for supporting an audit group, including developing and maintaining audit systems and identifying and providing data in support of audit activity.The Information Systems Auditor 1 should have professional experience in Information Technology where they performed systems analysis and were responsible for communicating findings of technical issues and recommended system modification/enhancements, in writing and presentation to up-line managers; the ability to develop and understand complex oral and written instructions and to read and understand technical literature; proficiency in the review and evaluation of computer systems to determine if applications system controls are adequate; the ability to analyze and evaluate the adequacy of IT policies and procedures; experience in reviewing internal controls to evaluate the extent to which proper and effective controls are implemented; a keen understanding of all lines of business offered by New York State of Heath, including Medicaid, the Essential Plan, Child Health Plus and Qualified Health Plans (QHP); familiarity in area of interface audit and management with State, Federal and Third-Party partners; and the ability to manage our stakeholders and ensure that we can operate and fulfill our obligation of establishing an operationally sound environment

Duties Description Under the direction of the ISA 2, within the NYSOH Bureau, the incumbent will be responsible for performing technical analysis and evaluation in order to identify software improvements and recommending changes; providing technical guidance throughout the System Development Life Cycle; developing and reviewing technical documentation managing State, Federal and NYSOH Partner interfaces; communicating technical needs, opportunities, and constraints to program managers; supporting security related activities and ensure that security is addressed throughout the System Development Life Cycle; updating and monitoring project work plans for the NYSOH and revising as appropriate to meet changing needs and requirements; performing risk identification, participating in identifying mitigation strategies, and monitoring strategies are implemented; managing Secure File Transfer processes between NYSOH and other partners, including CMS, Audit requests and state partners; developing audit plans of NYSOH systems to determine the impact on programmatic goals and objectives; generating and other duties as assigned

Additional Comments The NYSOH System is key component of New York’s Medicaid Enterprise system portfolio, and provides critical support for eligibility and enrollment policy and operations for Medicaid, Child Health Plus (CHP), the Essential Plan (EP), and Qualified Health Plans (QHPs), as well as tax credits for QHPs. NYSOH is a highly-complex integrated system that assists consumers in real time determination of eligibility for coverage across multiple health care plans, serving the Modified Adjusted Gross Income (MAGI) eligible Medicaid population, CHP, and EP, as well as individuals seeking subsidized or non-subsidized coverage through QHPs.
