U.S. Army Corps of Engineers Administrative Specialist in Memphis, Tennessee

Summary About the Position: Provides the primary administrative and management support to the organization by independently planning, performing, and coordinating all functions necessary for efficient operation. This is not a remote, full-time telework position. This position is located in Memphis, TN. There may be an opportunity to telework a portion of the work week. Responsibilities Perform a variety of critical office management functions. Establish and maintain subject matter files and records. Perform timekeeping functions for the organization, as backup timekeeper for all division timekeepers. Manage budget execution. Perform related tasks and manages assigned special visibility programs. Assist in maintaining district relationships with partners and governing institutions. Requirements Conditions of Employment Qualifications This is a developmental position and may be filled at either grade level, GS-09 or GS-11. If selected at the GS-09 level the target level for this assignment is a GS-11. The grade level selected will be based upon your qualifications and responses to the questionnaire. Assignments at the GS-09 level will become progressively more difficult and will be under closer than normal supervision until the full performance level is reached. Non-Competitive promotion to the target job may be effected provided you are sufficiently experienced; meet all necessary qualification requirements for promotion to the target job; and is performing the full scope of the major duties. You will receive credit for all qualifying experience, including volunteer experience. GS-09 Minimum Qualifications: Experience: One year of specialized experience, which includes performing clerical office management functions in accordance with established procedures; maintaining files for accuracy; coordinating training for employees; managing timekeeping functions for assigned personnel; and preparing budget reports for review. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: A master's or equivalent degree or 2 full years of progressively higher level graduate education which leads to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Civil Engineering or related. OR Combination of Education and Experience: To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total semester hours minus 18) by 18. Add the two percentages. GS-11 Minimum Qualifications: Specialized Experience: One year of specialized experience which includes assisting in maintaining district relationships with partners and governing institutions; managing funds for organizational needs; and managing the property book for accuracy; administrating personnel, manpower and workforce development requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: General Engineering; Mechanical Engineering; Civil Engineering; and Electrical Engineering. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Budget Administration Clerical Reporting Workforce Development Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07 for the GS-09; GS-09 for the GS-11). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
