BAE Systems Proposal Compliance and Research Analyst in McLean, Virginia

Job Description

Reporting directly to the Director for Proposal Operations Compliance, an independent group within the Proposal Operations Organization (PRO,) and is focused on the importance of independent compliance reviews.

This position will be a hybrid of two roles within the PRO; Compliance Analyst and Proposal Research Writer.

As a Compliance Analyst you will add value to the proposal team through an independent process of verification and validation, which will ensure the response aligns with the Request for Proposal/Information (RFP/RFI) instructions (Section L), evaluation criteria (Section M), and PWS/SOW (Section C). On an as needed basis, this role will also assist with the initial review of the RFP once the draft and final solicitation is issued to include creating the outline.

Working in the Proposal Research Writer role, you will provide support early in the proposal development process researching background information to compile written content ensuring the information is clear, concise, and compliant in accordance with RFP requirements. Often working independently on complex research and writing assignments, this role requires minimal guidance and will liaise with the leadership of various proposal teams on strategy, themes, strengths, discriminators, and value propositions.

In This Job You Will:

  • Assist PROFLEX supported proposals from a compliance perspective to parse task order requirements, build compliance matrix, outline, and ultimately perform a reassessment of compliance to the developed content and color teams. PROFLEX is a dynamic and agile proposal development team committed to delivering high-quality proposals within tight timelines and a more flexible process.

  • Participate in our standard proposal process from a compliance perspective from early requirements release through proposal submission. This includes requirements verification, compliance matrix development, outline organization, and assessment of compliance to the developed content and color teams.

  • Verify that proposal documents are fully compliant with customer requirements through analysis of the RFP and supporting documents.

  • Analyze and provide written and oral feedback in a group setting of proposal status during review cycles.

  • Review each section of the written proposal to ensure the strengths of that section are provided and easily identifiable.

  • Validate that the proposal outline follows the instructions, evaluation criteria, and PWS or Statement of Work (SOW). Draft potential questions applicable to the Proposal Manager and/or the customer pertaining to ambiguities with solicitation compliance requirements.

  • Research background information to compile written content and ensure content is clear, concise, and compliant in accordance with RFP/RFI requirements.

  • Research and identify BAE Systems contracts for appropriate past performance to be used as citations in proposals after being vetted by leadership.

  • Write and revise early development of proposal solution sections in accordance with established PRO processes and customer requirements.

  • Format approved past performance citations into proper templates.

  • Update, maintain, and enhance the Contract Performance & Evaluation Database (CPED).

  • Analyze award documents and proposals reviewed by the government and determine areas that are exceptional , why they were rated that way, and share that information with the organization.

  • Review and vet non-technical proposal section nominations for inclusion in the Best in Class repository.

  • Identify process-related weaknesses in submitted proposals and work with the Business Winning (BW) team to determine steps to improve/mitigate the weaknesses in future bids.

  • Shall perform other duties as assigned.

Required Education, Experience, & Skills

  • Eight or more years of relevant experience in a technical field as an Analyst, Manager or Engineer

  • Six or more years of relevant experience in federal government proposal development either in managing proposals or technical solution development (can be part of the total 8 years)

  • Must maintain Top Secret/SCI clearance

  • Shall have knowledge of qualitative and quantitative analytical techniques such as: content analysis; thematic analysis; narrative analyses; and correlational analysis.

  • Shall have excellent oral and written communications skills to conduct work and discuss findings and recommendations.

  • Demonstrated interpersonal skills with a focus on conducting surveys and/or interviews with colleagues throughout the corporate hierarchy to obtain information about organizational missions, functions, and work procedures.

  • Shall be able to demonstrate ability to apply complex direction consistently and appropriately including standard operating procedures and operations manuals documentation as well as appropriate oral and written guidance received.

  • Working knowledge of Tableu, PowerBI, or other data visualization tools as well as proficiency with MS Access and Sharepoint.

  • Excellent MS Office skills.

Preferred Education, Experience, & Skills

  • Background in providing/developing IT services and solutions.

  • Experience in the U.S. Government as a proposal evaluator.

  • Experience leading, contributing to, and/or briefing proposal reviews in a corporate environment.

  • APMP accreditation

Pay Information

Full-Time Salary Range: $113080 - $192280

Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
