Summary The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence. Responsibilities Major Duties and Responsibilities Lead and manage a professional staff in successfully defining and managing complex programs and projects that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; ensure timelines, costs, deliverables, and outcomes are achieved according to approved plans. Direct and oversee national intelligence related to the Western Hemisphere and Homeland areas of responsibility; set collection, analysis, and intelligence operations priorities on behalf of the ODNI. Determine the state of collection, analysis, or intelligence operations against key WHH intelligence questions; identify priority intelligence gaps and enterprise challenges affecting IC performance; develop and publish a Unified Intelligence Strategy which identifies and formulates strategies to narrow gaps and address challenges; and advise the National Intelligence Management Council on the gaps, mitigation strategies, implementation progress, and effectiveness of the strategies in closing the intelligence gaps. Partner closely and constructively with the National Intelligence Officer for Western Hampshire to ensure integration of analytic, collection, and strategy activities. In addition, work collaboratively with other NIM and NIO counterparts to ensure integration of NIM-WHH activities into broader NIM Council and Directorate of Mission Integration efforts. Develop integrated collection strategies in concert with the National Intelligence Collection Officer for Western Hemisphere and Homeland. Coordinate the community and drive IC-level collection in support of the NIC to ensure key intelligence questions related to Western Hemisphere and Homeland are being addressed either as a community or by individual IC agencies. Influence policy development and strategy implementation for the IC on the Near East and South Asia areas of responsibility. Identify research and developmental opportunities in order to defend, advocate for, and institute justifications for continued, additional or dedicated funding. Liaise with community elements to drive greater intelligence integration, perform outreach, and ensure resources and priority attention is given to targets. Liaise with ODNI leadership to develop innovative approaches, and provide structured recommendations focused on the advancement of integrated analysis and collection intelligence activities, and broader ODNI goals. Perform personnel management responsibilities with a focus on building a high-performance workforce; promote team building and a collaborative work environment; ensure goals and performance objectives are understood; assess performance and provide timely feedback, recognition, and remediation. Brief senior U.S. Government policymakers, IC, and Department of Defense officials, members of Congress, Foreign Partners, and other major stakeholders as necessary on NTC-related collection issues and enterprise challenges affecting IC performance against mission. Administer NIM-WHH resource allocations, participate in budget processes and activities, to include the establishment of controls to ensure the NIM WHH team does not exceed its operating budget. Requirements Conditions of Employment Must be a current permanent ODNI employee. OR Must be a current permanent Federal employee Must have supervisory approval to apply to the Joint Duty Assignment. Must be currently at the grade level of the detail. No Temporary Promotion Opportunity The program does not apply to members of the Military service or contractors. Qualifications Mandatory Requirements: Expert knowledge and familiarity of the IC and USG mission, objectives, and programs with regards to critical infrastructure and the Homeland, Latin America and the Caribbean, and the Polar Regions. Extensive managerial experience including experience with personnel, financial management policies, regulations, and practices. Strong strategic and tactical planning, critical thinking and analytical skills, required to propose innovative solutions and implement change with resourcefulness and creativity. Bachelor's degree in subject matter area or closely related discipline. Desired Skills: Proven ability to coordinate, network, and communicate across the IC and USG agencies to develop, coordinate and influence change. Excellent oral and written communication skills, including ability to clearly convey complex information to audiences of all levels. Outstanding interpersonal skills and ability to work effectively, independently, and exert influence both internal and external the Agency.
