Manager of IT 3, Supporting Global Battle Management and Readiness (GBMR)
Northrop Grumman Office of the Chief Information Office (CIO) is seeking a Manager of IT 3 (M3) that will lead all CIO related activities in support of the Global Battle Management and Readiness (GBMR) Division of the Defense Systems Sector.
This Enterprise Service Program Manager (ESPM) is the lead interface to, and directly supports the Global Battle Management and Readiness (GBMR) Vice President and General Manager and their Business Unit Vice Presidents.
This position will report to the CIO and Sector Vice President for Defense Systems and the position will be located at either McLean, VA or Huntsville, AL.
There is no option for full time telecommuting/virtual work in this role.
Roles and Responsibilities
The ESPM will be responsible and accountable for managing all Division-specific recurring and nonrecurring activity and stakeholders as well as:
Deliver all CIO related services to the Division (IT, Cyber, DT and the Digital Ecosystem, etc.)
Improve division productivity and experience
Deliver Value to our Defense Systems business partners
Promote Talent development enabling our Enterprise Services and Defense Systems culture
Manage risk and opportunities within the assigned Portfolio
Manage division budget for Sector CIO
Create and maintain roadmaps for Information and digital technology insertion
Develop and maintain strategy covering the Long-Range Strategic Plan (LRSP) period and beyond
Influence technology alignment from pursuit to sustainment as part of the Division leadership team.
Lead a high performing geographically dispersed team.
Bid future work and forecast staffing levels.
The ESPM will establish and maintain effective internal and external customer relationships to foster an in-depth understanding of business requirements and will lead and develop transformational strategies/concepts, implement change to create and drive performance to meet business requirements and commitments.
The candidate will leverage the extended Chief Information Office (CIO) and Digital Transformation (DT) teams to achieve CIO enterprise and Defense Systems objectives. They will be accountable for the delivery of all services that the CIO service lines provide, including Service Center Operations, Information and Cyber Security, Artificial Intelligence, and other initiatives.
Basic Qualifications:
Candidates must minimally meet the knowledge, skills, and abilities listed below:
Bachelor’s degree in a related discipline and a minimum of 14 years of progressive professional experience; 10 years of relevant experience with a Master’s degree.
Prior Program/Project management experience.
Experience building and leading high-performance teams.
This position will require US Citizenship as well as the ability to obtain Top Secret or SAP/SAR program clearance.
Willingness to travel up to 20%

Demonstrated experience and ability to pro-actively identify issues, solution and proven history of driving issues to closure.
Demonstrated ability to communicate, down and into the organization and up and out to executive leadership.
Previous experience managing budgets and partnering with customers to prioritize support to business priorities and objectives.
Experience managing multiple customers and complexity.
Prior experience managing a portfolio of diverse and complex IT projects.
STEM Bachelor’s or Master’s Degree.
Current active DOD Secret clearance or higher.
Experience managing multiple customers and complexity.
Prior experience managing a portfolio of diverse and complex IT projects.
PMP Certification and demonstrated execution of Quantitative Risk Management.
Experience with Lean-Agile methodologies
Experience with IT Disaster Recovery management
Salary Range: $164,300 - $265,400
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
