Department Summary:

P750 Business Operations is the back-bone support for all Center for Securing the Homeland (CSH) business related functions. Our team works closely with varying levels of staff, predominantly supporting project leaders that execute work for Department of Homeland Security (DHS) government agencies, Department of State (DOS), and the National Cybersecurity FFRDC (NCF) sponsored by the National Institute of Standards and Technology (NIST).

Roles & Responsibilities:

As part of its contract with DHS, MITRE was required to establish and maintain a secure cloud-based IT system referred to as the Homeland Security Systems Engineering and Development Institute (HSSEDI) Enclave. This environment is accredited for handling sensitive DHS information (FOUO, CUI, LES, SSI, etc.) and is intended to be the primary environment for performing HSSEDI work.

This positions main responsibility will be to manage the overall business operations for this growing environment while supporting the needs of all users. The selected candidate will be the liaison between the business and Government staff, Enclave IT support, Security, Compliance and Privacy to name a few. In addition, the selected candidate will be responsible for identifying process gaps and inefficiencies and improving the overall operations for the Enclave and Operations team alike.

  • General understanding of IT cloud services and terminology

  • Develop and maintain professional relationships with both internal and external stakeholders

  • Work collaboratively with Government staff of varying roles and experience levels

  • Ability to lead all open tasks and keep IT Team on track through completion

  • Work closely with the Enclave Lab Manager and Information Systems Security Manager (ISSM) to shape project objectives, achieve desired outcomes and support overall infrastructure and security requirements

  • Engage with pertinent staff as needed: Chief Architect, Infosec, System Admins for Microsoft Azure, Citrix, Linux, Splunk, NW and SW Engineers, SharePoint Online and Deliverables site support, Privacy, Purchasing, Badging, and Helpdesk

  • Demonstrate solid critical thinking skills, and excellent verbal and written communication

  • Promote best practices with a "make it happen" attitude

  • Responsible for managing within the overall project budget and identify cost savings opportunities

  • Staff planning responsibility for 25 staff (8 – 9 FTE); Work closely with Lab Manager to identify needed skillsets Proactively educate and provide necessary day-to-day support and/or guidance to all users (560 users currently and growing); Support onboarding needs, environment access, account creation, SW & HW requirements, user training.

  • Provide assistance to project leaders, or designee, with monthly project deliverables

  • Manage, negotiate and approve all system SW/HW purchases, including but not limited to terms and conditions and pricing

  • Account and SW licensing management

  • Ensure security, data compliance and privacy requirements are being met

  • Develop and disseminate monthly metrics to the DHS Program Management Office

  • Responsible for updating and maintaining CSH and Enclave SharePoint Online and WordPress sites

  • Analyze overall operations functions for the Enclave and for the P750 department. Identify gaps and inefficiencies and implement efficient and effective processes

Basic Qualifications:

  • Typically requires a minimum of 5 years of related experience with a Bachelor’s degree; or 3 years and a Master’s degree; or a PhD with relevant experience who can immediately contribute at this job step; or equivalent work experience in lieu of a degree.

  • Ability to receive and maintain DHS - Fitness (US government Clearance)

  • Ability to independently work and initiate and manage change

  • Excellent oral and written communication skills

  • Proficient in SharePoint Online and WordPress

  • This position requires a minimum of 50% hybrid on-site

Preferred Qualifications:

  • 2 years of leadership experience

  • 15+ years of business operations or related experience

  • 5 years of leadership experience

  • Working with senior level managers

  • Working knowledge, familiarity with budget forecasts and resource planning

  • Proficient in using Microsoft suite of tools, SharePoint online and knowledge of WordPress

  • Dependable, flexible, and professional demeanor

  • Flexibility to work additional hours to meet project deadlines, as needed
