Job Description

The Deputy Program Manager (DPM)/ Communications Lead will oversee multiple members of the Cognosante team, which includes military health subject matter experts (SMEs), implementation SMEs, and evaluation SMEs. Working closely with the Program Manager, the DPM/Communications Lead will provide project management support and oversight, serve as a strategic advisor, and interface directly with the government client and project leadership/partners, including senior leaders within the Military Health System (MHS). Additionally, the DPM/Communications Lead will be responsible for leading communications and dissemination-related activities for the contract. Responsibilities include:

  • Oversee and manage a multidisciplinary team, providing guidance and support to execute various tasks to support Defense Health Agency in developing policy, procedures, systems for clinical operations, clinical integration, and total clinical quality management within military medical treatment facilities (MTFs) to optimize health and clinical outcomes for patients.

  • Serve, alongside the Program Manager, as a primary interface for interaction with senior-government leaders and staff across numerous federal agencies, supporting facilitation of multiple, reoccurring, cross-organizational meetings and tracking action items to completion.

  • Manage the development of audience-specific knowledge products (e.g., one-pagers, fact sheets, infographics, etc.) for patients, providers, and government staff, as well as identify targeted channels for widespread dissemination and awareness. This includes developing communication deliverables and mock-ups, including coordinating with graphic designers, technical writers, content experts, and others as needed.

Key Responsibilities

  • Support program manager to direct and manage program and contract tasks.

  • Identify, assess, track, and manage all project risks; mitigate risks and issues in coordination with project action officers and program leadership.

  • Engage with leadership to solicit approvals, providing and presenting relevant information for key decision-making on project feasibility.

  • Manage the internal team’s day-to-day workload, coordinate staff across multiple workstreams, monitor milestones and deadlines, and provide timely high quality consultative support.

  • Provide 1:1 support to internal team members to include discussions surrounding career progression, training, and other need areas.

  • Support congressionally mandated inquiries, and senior-leadership briefings, to include drafting response documentation, assembling response packages and content, creating engaging briefing decks, developing talking points, etc.

  • Work with project leads to plan, develop, and guide patient/provider awareness and dissemination program resources and products, coordinating with DHA Strategic Communications to facilitate execution.

  • Support coordination across tasks, leads, and DHA Strategic Communications to ensure products are on schedule and executed.

  • Travel periodically (up to 25%) to support customer engagement and project oversight

Required Qualifications

  • Master’s Degree in a health (e.g., public health, nursing, or related interdisciplinary degree) or communications field (e.g., marketing, public policy, public relations, communications) preferred. Alternatively, Bachelor’s degree with 4 years of relevant experience considered.

  • Minimum of 4 years of program and/or project management and consulting experience within a healthcare system.

  • Knowledge of military culture and structure and experience working in the MHS (preferably DHA, VA, AHRQ, CDC, SAMSHA or NIH).

  • Experience utilizing client-facing consultation skills to include briefing and/or advisement to civilian and uniformed government personnel.

  • Experience managing team members.

Additional Minimum Qualifications

  • Must be self-directed and able to work independently as well as collaboratively with a multidisciplinary team to develop processes, manage day-to-day workload, monitor milestones and deadlines, and provide timely high quality consultative support.

  • Strong technical writing skills to clearly, logically, and succinctly communicate project-related information within the MHS, DoD, and other federal agencies at the commensurate comprehension and reading level for the audience.

  • Solid working knowledge of computer software (Microsoft Office business suite, to include Outlook, Word, Excel, PowerPoint) required to prepare reports, briefings, and products; experience with Adobe Professional and with posting and sharing documents in SharePoint.

  • Must be able to establish and maintain relationships, demonstrate initiative, exude a professional presence, focus on results and demonstrate enthusiasm.

Preferred Qualifications

  • Candidates in the National Capital Region are preferred to be present at primary client site, Falls Church, VA as needed (approximately 1-2 days per week) as well as additional sites as needed (e.g., Walter Reed National Military Medical Center in Bethesda, MD).

  • PMP certification in good standing

  • Strong knowledge and/or experience with dissemination and implementation best practices

  • Understanding what is required to communicate across various audiences to develop effective presentations and other communication products

  • Knowledge and/or experience interpreting and communicating data informed findings/results.

  • Background in public health or public policy.

  • Preference for individual with graphic design experience and able to develop infographics for social media campaigns.

Compensation

$113,927.72 - $187,981.83

The pay range for this job is determined by various factors, including but not necessarily limited to location, responsibilities of the job, and alignment with market data. When determining a salary for this role, the following factors may be taken into consideration - contract-specific affordability, education, knowledge, skills, competencies and experience. The estimate displayed represents the salary range for this position and is just one component of Cognosante’s total compensation package for employees. It is not necessarily reflective of actual compensation that may be earned, nor a promise of any specific pay for any specific employee.
