Department Summary:

The Acquisition Strategy & Management Department (L211) provides MITRE sponsors with objective acquisition and contract design and management strategies to fulfill mission, operational, or organizational needs. Staff in this Department have broad experience in the design and implementation of acquisition strategies and mechanisms for assessing contract performance. L211 applies deep analytic knowledge and understanding of all aspects of defense, intelligence, and civilian agency governing and acquisition regulations. The department focuses on the integration of federal and agency policies with a program’s technical and budgetary information to shape and design an acquisition’s most appropriate direction, including acquisition strategies, contract structures, and innovative approaches.

Job Description:

  • Advise and support Government sponsors to develop the vision, strategic direction, and actionable acquisition approaches to achieve mission success.

  • Develop repeatable solution sets and acquisition artifacts that support innovative and forward-leaning acquisition solutions (e.g., Middle Tier of Acquisition, Other Transaction Authorities). This includes requirements documents, statements of work, solicitations, source selection plans, risk management plans, test strategies, and other acquisition/organizational planning documents.

  • Support the analysis, evaluation, development, and execution of traditional and innovative acquisition strategies.

  • Collaborate with the Government to shape outcomes that maximize quality, value, and partnerships with key stakeholders.

Basic Qualifications:

  • BS and 10 years related experience

  • Applicants selected for this position will be subject to a government security investigation and must meet eligibility requirements for access to classified information or applicants who are eligible for security clearances.

  • Previous experience in the acquisition areas as specified in the job description and responsibilities.

  • Working knowledge and experience with DoD and/or Government agency acquisition processes

  • Ability to translate operational mission needs into acquisition, technical, and programmatic requirements/strategies.

  • Demonstrated skills and experience in presenting both verbally and in writing.

  • Provide strong leadership, management, and soft skills.

  • Candidate must possess a current Secret clearance to be considered for this position.

  • This position requires a minimum of 50% hybrid on-site.

Preferred Qualifications:

  • BS/BA and 15 years related experience.

  • Demonstrated experience developing section 804 strategies; rapid, agile or accelerated acquisition strategies; tailored DoDI 5000.02 strategies; or Other Transaction strategies and subsequent agreements

  • Experience with classified acquisitions is desired.

  • DAWIA Contracting Level III or DAWIA Program Management Level III

  • Experience as a U.S. Government Contracting Officer, Contracting Specialist, or Acquisition Program Manager
