Office of the Director of National Intelligence Cost Analysis & Affordability Group Chief in McLean, Virginia

Summary The Policy & Capabilities Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. Comprised of 7 organizations, PC oversees IC Human Capital; Acquisition, Procurement & Facilities; Intelligence Advance Research Projects Activity; Science & Technology Group; Requirements, Cost & Effectiveness; Policy & Strategy; and Data and Partnership Interoperability. Responsibilities Major Duties and Responsibilities: Direct and oversee national intelligence issues related to the area of responsibility, set collection, analysis and Intelligence operations priorities that has an impact on IC, ODNI, directorates or components, or external partners. Lead a professional staff, assess performance, oversee goal setting, and provide feedback on personal and professional development. Interact with managers to ensure compliance and collaboration with policies which aides in developing the organizational culture. Lead the IC to remain current with major technical developments and with other IC programs in areas of interest. Lead and oversee the formulation, development, production and evaluation of a broad range of policies, processes, and guidance on subject areas, including mission enabling functions and intelligence oversight disciplines, and communicate these policies, processes, and guidelines to community stakeholders. Maintain effective working relationships with other ODNI and IC components and other government agencies to address issues that span multiple mission or program areas. Oversee, manager, lead and ensure delivery of assigned group's responsibilities in accordance with the RC&E mission. Provide thought leadership through, timely, and insightful analysis at the highest standard of quality and objectivity. Manage and oversee OONl's cost and affordability estimates efforts to inform analysis of requirements, resource investments, system performance, leadership decisions, and other analyses conducted within the OONI. Oversee development of approximately 20 independent cost estimates in support of major system acquisition (MSA) and special interest acquisition (SIA) milestone reviews, affordability assessments, and annual budget builds Implement group tradecraft and methodologies across a broad range of systems analysis, quantitative analysis, and qualitative methods relevant to the group and office missions. Requirements Conditions of Employment Must be a current permanent ODNI employee. OR Must be a current permanent Federal employee Must have supervisory approval to apply to the Joint Duty Assignment. Must be currently at the grade level of the detail. No Temporary Promotion Opportunity The program does not apply to members of the Military service or contractors. Qualifications Mandatory Requirements: Substantial knowledge of the Intelligence Community mission, objectives, policies, and authorities. Substantial experience in applying budget, cost, and program management principles and methods to large complex programs in support of the IC mission. Strong analytical and critical thinking skills, including the ability to think strategically and identify needs, requirements, and develop recommendations. Expert oral and written communications skills, including ability to clearly convey complex information and ideas to IC leadership. Excellent interpersonal, leadership, and managerial skills to work effectively with senior leaders from inside and outside the Intelligence Community, to explain and advocate OONI policy, and to communicate, coordinate, and develop a professional network across the U.S. Government. A minimum of 15 years' experience in cost analysis, developing life cycle cost estimates, developing new methods and techniques, and conducting research. Expert knowledge ofthe Intelligence Community IBBE, ICAM, and requirements development processes Desired Requirements: Previous leadership experience in a cost estimating organization Professional certification in cost estimating or related field Previous experience briefing senior IC leadership, OMB, and Congressional staffers Education Bachelor's Degree Additional Information Job Interview Travel: Candidates from outside the Washington, D.C. area may be selected for a telephone, teleconference, or in-person interview. Salary Determination: A current Federal Government employee, selected for a detail, will be assigned to the position at their current grade and salary.
