The Airborne Sensors & Avionics Integration Department is seeking a Systems Engineering Department Manager for either Indianapolis, IN, or McKinney, TX. This position will be responsible for leading a team of systems engineers to develop demanding, trusted, superior solutions to make the world a safer place. As a direct report to the Sensors Space & Air Systems Engineering Director, this position will gain exposure to the broader Raytheon business and all phases of the program lifecycle from proposals to development and production.

What You Will Do

  • Management of approximately 100 Systems Engineers including a department staff of 8 Section Leaders / Technical Leads.

  • Support new business capture by reviewing bids for any new contracts, Engineering Change Proposals (ECPs), Rough Order Of Magnitudes (ROMs) and Non-Binding Budgetary Estimates (NBBEs) assuring that the solution being proposed is fact / metric based, is compliant and meets the price to win.

  • Execute oversight of projects, including review and approval of the engineering Estimates At Completes (EACs).

  • Workforce planning and the supply / development of skilled engineers to ensure execution success and on contract new business growth.

  • Responsible for data integrity, collection, analysis and reporting of all Raytheon Corporate and RIS metrics.

  • Support career development of the engineers within the department, by conducting performance reviews of department staff; assessing / assigning performance ratings; generating / reviewing achievement awards; merit and promotion planning for the Department.

  • Generate status reports detailing highlights and key employee accomplishments.

  • Manage approved department overhead expenses including employee training, travel, relocation, morale events and computer / mobile assets.

  • Leverage new technologies, methodologies, tools and processes used in the industry to ensure the department increases efficiency, quality, and keeps Raytheon competitive.

  • This position will be stationed onsite in either Indianapolis, Indiana or McKinney, Texas. Selected candidate will be expected to travel to the opposite location on a regular basis (at least monthly).

Qualifications You Must Have

  • Typically requires a Bachelor’s in Science, Technology, Engineering, or Mathematics (STEM preferred) and a minimum of 12 years’ experience in Systems Engineering.

  • Experience leading multi-disciplined engineering teams and developing/fostering talent.

  • Experience developing Basis of Estimates (BOEs), proposals, delivery schedules, and/or technical solutions to meet the price to win.

  • Experience with Earned Value Management.

  • Active and transferable U.S. government issued TS/SCI security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Qualifications We Prefer

  • Master’s Degree in Engineering, Math or other relevant technical discipline.

  • Excellent written and oral communication skills.

  • Experience bidding and oversight of Firm Fixed Price (FFP) programs.

  • Certified Basis of Estimate (BOE) developer and / or approver.

The salary range for this role is 143,000 USD - 287,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
