Responsibilities The primary purpose of this position is: to manage all operations resource and aviation management activities by using the Aviation Resource Management System (ARMS) for all flying personnel in the squadron. Duties: Plans, organizes and directs the activities of Operations Data Management ensuring aviation resource management complies with legal and regulatory requirements to meet customer needs. Coordinates with squadron training officers. Responsible for all flight incentive pay actions. Advises OG/CC, and other staff agencies on all aviation service matters. Requirements Conditions of Employment Qualifications Conditions of Employment Continued: This is a Term position NTE 31AUG 2027; the individual selected for this position may be extended without further competition. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-07 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). My experience includes knowledge of and skill in interpreting, explaining and applying aviation management policies, and procedures as they relate to weapon employment and systems, automated flight, and training records. Knowledge of Air Force Aviation Resource Management System (ARMS) and its associated programs, Interface requirements, Oracle report writer language, aircrew flight records and maintenance. Knowledge of aviation service eligibility, aircrew rating requirements, Aviation Career Incentive Pay requirement, Career Enlisted Flying Incentive Pay requirements, Hazardous Duty Incentive Pay requirements in relationship to reserve status codes, the AFRC Automated Incentive Pay Program, and aircrew compliment. knowledge of the ACIAs of 1974 and 1989, NDAAs of 1996 and 2000 and of the Operational Flying duty Accumulator (OFDA) and the effect on an aircrew member's aviation career. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of personnel management policies, practices and procedures. Knowledge and experience using personal computer (a variety of software and hardware, i.e., word processor, spreadsheet, graphic presentations, e-mail, etc.) Knowledge of aircraft types and aircrew composition and of aviation service eligibility directives. Skill and ability to prepare projects/reports and have the ability to deliver briefings to senior staff and management personnel at all levels; Skill and ability to operate ARMS and its system interfaces and to troubleshoot/resolve system technical problems Skill in developing interpersonal relationships, maintaining good working relationships and working cooperatively as a member of a team; Ability to plan, organize and reprioritize work to meet changing deadlines. Ability to plan, organize and communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
