Job Description

The Iowa Vocational Rehabilitation Services (IVRS) Team at Iowa Workforce Development is accepting applications for a full-time Rehabilitation Associate role at our Marshalltown, IA office.

The successful candidate will work on a high performing team dedicated to serving the needs of individuals with disabilities to achieve their employment, independence, and economic goals.

Job Description

Case Management

  • Provide preemployment transition services to potentially eligible students and eligible with disabilities: recruit candidates requiring more intensive services to participate in Vocational Rehabilitation (VR) services and work one-on-one with counselors.

  • Provide case service coordination and obtain needed goods/services for job candidates as described in Individual Plan for Employment (IPE).

  • Track plan amendments and submit to counselors for approval.

  • Refer job candidate to appropriate sources for support services and ensure job candidate awareness of available rehabilitation technology and accommodations for employment and training.

  • Identify comparable services and benefits and provide choices to job candidate in accordance with IPEs.

  • Monitor job candidate progress toward vocational goals and satisfaction with service, and in employment to ensure necessary supports are in place to maintain employment.

  • Contact job candidate and develop new strategies to address employment barriers when services are interrupted.

  • Plan work tasks using management reports in consultation with counselors.

  • Coordinate service delivery and training programs as directed by counselors.

  • Transfer cases requiring significant counseling services to counselor and provide seamless service during transitions.

  • Provide employment preparation training and guidance.

  • Manage college caseload assigned by counselor.

  • Complete progress reviews, dictation, and paperwork.

  • Perform amendments for non-substantive changes to plans.

Intake and Eligibility Assistance

  • Provide information to applicants and encourage applications.

  • Interview job candidate to gather information to determine eligibility for services.

  • Issue release forms to gather existing information and determine if diagnostic examinations are needed.

  • Provide data to counselors for use in determining eligibility.

  • Ensure applicants/job candidate understand rights and responsibilities, the waiting list process, and the range of vocational rehabilitation services available.

  • Makes decisions about eligibility and plan development under the direction and guidance of counselors.

Placement

  • Provide technical assistance to employers hiring people with disabilities.

  • Contact prospective employers on behalf of job candidates to develop jobs.

  • Provide follow-up services to assist job candidates and employers with job retention.

  • Arrange appropriate job seeking skills assistance for clients.

  • Inform job candidates about job leads and labor market trends.

  • Participate in inter/intra-agency placement activities.

  • Develop and maintain relationships with college placement personnel to best access employment potential for IVRS clients.

Case Recording

  • Work with support staff to ensure entries are made into case records to document job candidate interactions and services delivered.

  • Compile narrative records, issue authorizations for purchases of goods/services, and monitor claims using computers.

  • Enter accurate information into case management system using computer and dictation software.

  • Collect records including medical information, academic records, employment history, financial inventory, and financial aid reports required to justify services rendered and authorizations.

Research and Support

  • Provide information to job candidate about disabilities and employment challenges presented.

  • Supply information to job candidate to allow informed choices regarding vocational goals, training, and effects of ADA legislation and Social Security law.

  • Provide job candidate information on personal preferences and aptitudes, labor market information, and available training.

  • Research vocational opportunities for job candidate consistent with interests, aptitudes, preferences, disabilities, and skills.

  • Administer interest, aptitude, and achievement tests and summarize results for job candidate and counselors.

  • Provide direct services to community college and cooperative training program caseload.

  • Meet with each job candidate every term to obtain appropriate documentation and relevant and timely information.

Position will involve travel within assigned region as necessary.

Our ideal candidate will have 6-months of experience working with youth and adults who have disabilities.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  • Two years of full-time work experience in a human services field which involved: customer service, contact with the public to either compile or provide information regarding services, the organization/management of confidential information, or the scheduling of appointments.

  • Two years of full-time work experience as a legal assistant/paralegal, medical office assistant, or job coach.

  • A combination of a total of two years of education and full-time experience (as described in either number one or two), where thirty semester hours of accredited college or university course work equals one year of full-time experience.

  • Current, continuous experience in the state executive branch that includes eighteen months of full-time work in direct client/customer service in a clerical or administrative support capacity.
