State of Massachusetts Licensure Unit Coordinator Marlborough, Massachusetts
The Bureau of Heath Care Safety and Quality (BHCSQ) is seeking a qualified individual to provide programmatic support to the Division’s Licensure Unit including review of special program areas including, but not limited to, suitability, closures, and other licensure changes. The unit coordinator will interact with health care facilities, the Centers for Medicare and Medicaid Services and other state agencies to obtain information necessary to make informed decisions. The coordinator will also develop and review activity reports to identify trends and ensure the timely completion of licensure and certification tasks, and draft correspondence related to licensure and certification activity. The unit coordinator will participate in the review of requests regarding changes to licensure and certification status for specific health care provider types. The ideal candidate will have experience working in a health care setting as well as an understanding of the regulations and policies that apply to health care facilities in Massachusetts. Duties and Responsibilities (these duties are a general summary and not all inclusive): * Coordinates the processing of licenses and registrations, changes to licenses and registrations, license and registration renewals and licensure survey related documents in a timely and accurate manner. * Prepares and coordinates correspondence related to the licensure, registration and survey process to ensure correspondence is grammatically correct, accurate and complete. * Prepares, reviews and distributes periodic reports and ad hoc reports as needed on the licensure and registration process, including but not limited to new licenses issued, expiring licenses and closed facilities. * Responds to written and telephonic requests for assistance and information from applicants, licensees, consumers and other agencies including but not limited to: the DPH Office of the General Counsel, Office of the Attorney General, Centers for Medicare and Medicaid Services and various professional boards of registration. * Ensures all written documentation regarding licensure processing is filed in an accurate and timely manner. Maximizes the use of scanning to reduce paper files. * Ensures documentation regarding licensure and certification processing is entered into state and federal systems including the state Facility Master File (FMF) Health Care Facility Reporting System (HCFRS); and federal ASPEN databases in an accurate and timely manner. * Recommends changes to the licensure and registration databases to accommodate necessary information that must be maintained. * Coordinates record retrieval for cases subject to appeal or investigation by outside agencies. Ensures proper records and files are available for review, schedules space and time for review and ensures file integrity during the review process. * Maintains files to ensure departmental guidelines on confidentiality and privacy are followed. Assists with responding to requests for copies of reports and records and consults with BHCSQ Privacy Liaison for record redaction as needed. Assists in responding to public records requests through the tracking of requests, identification, copying, and redacting of documents, and preparation of responses in accordance with applicable state law and Department protocols. Required Qualifications: * Demonstrated knowledge of the methods used in the preparation of charts, graphs, and tables, and general report writing. * Ability to analyze and determine the applicability of data to draw conclusions and make appropriate recommendations. * Talent for gathering information by examining records and documents and by questioning individuals. * Skilled in assembling items of information in accordance with established procedures and to determine proper format and procedure for assembling said information. * Capacity to write concisely, to express thoughts clearly and to develop ideas in a logical sequence. * Proven ability to exercise sound judgment and discretion in handling confidential information. Preferred Qualifications: * * Professional experience with federal reimbursement programs, federal and state regulatory requirements, and registration and/or licensure programs. * Proficiency with Microsoft Office, especially Word, Excel, and PowerPoint. * Strong verbal and written communication skills. * Self-starter with excellent organizational skills, and the ability to prioritize work assignments independently. * Knowledge of the principles and practices surrounding public health, hospital, and health care administration. * * *About the Department of Public Health: The mission of the Massachusetts Department of Public Health (DPH) is to prevent illness, injury, and premature death, to assure access to high quality public health and health care services, and to promote wellness and health equity for all people in the Commonwealth.
