To provide advanced professional organizational and administrative service delivery, policy and procedure work for the CareerForce Systems Division under the direction of the Employment Services Director

Duties include:

  • Ensure guidance on the design, coordination, training and the delivery of consistent and quality CareerForce System basic career services, both virtually and in-person, as required by the Wagner-Peyser program under the WIOA Act of 2014. Acting as the lead coordinator, trainer, coach, and mentor for instructors of job search workshops such as Creative Job Search (CJS), Resume Writing, Interviewing, Social Media, and more.

  • Coordinate workshops, job clubs, and Direct Individual Assistance career services (1-on-1s) to ensure that they are properly administered, tracked and promoted by CareerForceMN.com, the labor exchange and Cybrarian or other service systems.

  • Teach facilitation skills to Wagner-Peyser staff and provide these offerings to partner staff sufficient to deliver job clubs, workshops and Direct Individual Assistance career services (1-on 1s) online and in person.

  • To manage and advise on the creation of procedures related to delivering career services work with partners in ETP, CareerForce System and Minnesota Association of Workforce Board Directors, to ensure a variety of perspectives are represented in the delivery and creation of the materials. Ensure that guidance is provided for outreach to deliver career services to the hardest to serve and most vulnerable of our customer base. This may require training these stakeholders on the use of the web tools and features and how to best deliver these products and support customers' use of CareerForceMN.com and the labor exchange system.

  • Oversee the standardization of workshop materials specifically Creative Job Search, Resume Writing, Interviewing, Networking, Job Search, LinkedIn, Job Search Over 40 and Job Clubs. Focus on ensuring materials are up to date, sources are credible, and research is conducted. Conduct policy research, review and updates based on analyses and evaluations of labor market data, customer needs, Federal and State Law and policy changes, and standard business and government practices

  • Lead the internal monitoring of Wagner-Peyser activities, providing research and analysis through complex studies, to ensure compliance with Department of Labor and DEED guidance, TEGLs and other guidance of the Wagner-Peyser Act and the WIOA Act of 2014, and to advise decision-makers on making fiscal investments in projects and tools that will impact budgets.

Minimum Qualifications

To receive credit for your education and experience, your resume should clearly describe how you meet each minimum and/or preferred qualification listed, including dates of employment.

Three (3) years of work experience with employment programs and training.

Knowledge and understanding of at least 3 of the following DEED programs:

· WIOA Title I Adult, Youth and Dislocated Worker

· Trade Adjustment Assistance

· Minnesota Family Investment Program

· Vocational Rehabilitation and State Services for the Blind

Knowledge and experience with job search and career planning techniques.

Strong project management, organizational, decision-making and strategic thinking skills.

Communication skills in order to communicate with stakeholders and staff at all levels, and external clientele.

Knowledge and understanding of federal and state laws and regulations applicable to the Wagner Peyser Program.

Analytical skills to problem solve.

Preferred Qualifications

Project Management Certifications.

Bachelor’s Degree in Planning, Community Development, Social Services, or related.

Knowledge of using online and social media sites for job search.
