Summary Serves as personal and confidential assistant to the Chief of Staff. Maintains confidentiality and discretion in assisting with the implementation, establishment, and that ensures related ideas, plans, policies, and program requirements are accomplished. Provides executive level administrative support to the assigned supervisor . Ensures confidentiality of materials and conversation is competently maintained in a manner so as not to jeopardize the integrity of the office. Responsibilities Duties include but not limited to: Process incoming and outgoing materials such as correspondence, reports, memoranda, and other forms of written communication. Schedule meetings. Receives and screens all telephonic and personal contacts. Serves as Unit Timekeeper for staff who report directly to the assigned supervisor. Serves as alternate timekeeper for other incumbents assigned to this position description. Assists with meeting agendas and minutes, as appropriate. Contact appropriate staff for information or recommendations and follow-up to ensure timely responses by others. Develops and competently maintains a system to monitor suspense documentation and/or reporting requests and facilitate in a timely manner in accordance with established timelines. Exercises exclusive control over the supervisor's calendar with full authority for time commitment. Serves as personal and confidential assistant to the supervisor. Maintains confidentiality and discretion with assisting in implementation and establishment of plans, policies, and program requirements. Provides executive level support; independently performs all secretarial and administrative duties. Promotion Potential: The selectee may be promoted to the full performance level (GS-8) without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/17/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. For a GS-07 position you must have served 52 weeks at the GS-06 The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 for the GS-07 or GS-07 for the GS-08 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performing secretarial duties to include; maintain electronic databases and files, coordinate meeting and appointments, creating office correspondences, maintaining calendars, and taking meeting minutes for higher level supervisors. You will be rated on the following Competencies for this position: Administration and Management Manages and Organizes Information Organizational Awareness Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mostly sedentary; however, walking and stair climbing, bending, stooping and carrying light weight documents, folders and manuals are required. Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
