Franklin County Personnel Department is hiring for a Homefinder

DISTINGUISHING FEATURES OF THE CLASS: This position is responsible for ensuring the counties foster care system to functions in accordance with all applicable laws, rules, regulations, and internal policies are followed. The incumbent will seek, recruit, and train qualified foster parents, as well as match children in need of placement with appropriate placement resources. The work is performed under supervision of a Casework Supervisor and is reviewed through regular conferences. The incumbent does related work as required.

TYPICAL WORK ACTIVITIES: (Illustrative only) Seeks, recruits, and works to retain qualified individuals to operate foster homes for Franklin County youth in need of placement in safe, secure, and supportive environments; Provides initial and ongoing training and certifying foster/adoptive homes in the manner prescribed by the relevant rules, laws, and regulations; Searches for appropriate placements for youth entering the foster care system by matching the needs and unique characteristics of those youth to existing foster homes; Canvasses for placements outside the local system for youth whose special needs and behavioral challenges require a higher level of care; Maintains close working relationships with intake staff at therapeutic and residential placement agencies; Addresses conflicts, crises, and regulatory issues that may arise in the foster homes; Utilizes experience, judgment, and critical thinking skills to ensure the safety and wellbeing of the children in foster homes; Ensures agency internal policies, as well as applicable laws, rules, and regulations are adhered to within related agency actions; Implements and monitors ongoing corrective action plans, when necessary, to address regulatory or safety issues; Prepares and provides notices to foster parents regarding the movement of children in their homes; Prepares written assessments, plans, and reports, including home studies for prospective foster or adoptive parents, when required; Enters and maintains information about the movement of children, as well as payments made to foster parents, in the designated computer system; Participates in planning or supervisory conferences to discuss specific issues related to foster homes or the placement of children, as needed; Testifies in Family Court, as needed.

MINIMUM QUALIFICATIONS: A) Bachelors degree from an accredited college or university; or B) Associates degree from an accredited college or university and two (2) years of experience in the child welfare field, such as performing home visitations, safety and risk assessments, and supervised visits of foster children; or C) Graduation from high school or possession of a high school equivalency diploma and four (4) years of experience as outlined in (B) above.

SPECIAL REQUIREMENT: Possession of a valid NYS Drivers License at time of application and maintained throughout employment, or be able to demonstrate the ability to meet the transportation needs of the
