ICF Programme Finance Analyst in Madrid, Spain

We are expanding our services in our Policy in Action (PIA) practice. To promote this growth, we are looking for a Programme Finance Analyst to join our team, working on the implementation of large European and UK contracts.

As a Programme Finance Analyst you will assist with a variety of aspects of project financial management. You will work across a range of projects. This is a varied role covering many elements of Project Finance, including input to and maintenance of administrative systems and files; monitoring and reconciling project costs; and coordination with Finance / Accounts and Procurement colleagues, as well as external subcontractors and suppliers.

You will need to be highly organised, with a conscientious approach and great attention to detail. You will also need to demonstrate excellent oral and written communication skills, including the confidence and professionalism to liaise with external parties. As a team player, you will be responsive, flexible and quick to learn. Overall, you must be able to plan, prioritise and manage your workload effectively, with increasing autonomy over time.

Main Responsibilities :

  • Project Financial Review – provide monthly/quarterly updates to Project managers of financial performance for a range of projects and programmes.

  • Project Financial Administration - accurately updating various databases and spreadsheets with budgetary commitments and invoices, reconciliations, regularly checking and monitoring financial transactions to spreadsheets.

  • Project Evaluations – manipulating the data sets of completed projects in MS Power BI for evaluation and future pricing purposes.

  • Project Set Up – preparing project workbooks for entry of budgets into the core systems.

  • Resource Management (RM) – updating the RM system with the time budgets for projects and extracting and preparing reports to assist the forward planning of resource availability of the PIA team.

  • Contract Amendments and Renewals – assisting with the repricing of projects when contract updates are requested by clients.

  • Purchase Order Requests – raising POs for a wide variety of services, including subcontractors, travel bookings, liaising with the internal Procurement team.

  • Subcontractors – monitoring the contracted days to days used in various spreadsheets and handling contract amendments.

  • Travel Costs – working with colleagues to maintain visibility and control of travel budgets through the PO system and spreadsheets.

  • Travel database – providing an updated dashboard of Travel related statistics in MS Power BI.

Essential Requirements:

  • Graduate or a minimum of 2 years’ experience in a similar environment

  • Good standard in Maths / with figures, demonstrated by qualifications or experience

  • Excellent oral and written English

  • High level of proficiency in using spreadsheets, especially Microsoft Excel (look ups and Pivot tables).

  • High level of proficiency in Microsoft applications, particularly Word and Outlook, and openness to using other ICF applications and software

  • High level of proficiency in using MS Power BI to manipulate data sets highly advantageous.

  • Excellent organisational skills, with a methodical and thorough approach

  • Strong attention to detail and high level of accuracy.

Personal Qualities and Experience:

  • Previous finance experience and/or working in a project environment an advantage.

  • Highly developed interpersonal skills and self-motivation.

  • Ability to manage a varied workload to achieve agreed deadlines without compromising quality or standards

  • Ability to work within multi-cultural, multi-disciplinary teams spread across different countries and time zones

  • Sound business ethics, including the protection of proprietary and confidential information

  • Ability to demonstrate a 'can-do approach', being a problem solver and team player

  • Ability to work with all levels of internal and external parties, including clients
