Summary For more information on the Department of Justice and the United States Attorneys' Offices, visit http://www.justice.gov/usao/ Responsibilities This position is located in the Administrative Division of the United States Attorney's Office, Middle Georgia District. The district has a headquarters office in Macon, and two fully staffed branch offices in Columbus and Albany. As a Budget Officer in the Macon office, the incumbent serves as a supervisor, and expert advisor and consultant to top management for the district. The incumbent participates fully in the overall planning, managing and defining of a comprehensive administrative support program to include financial management and support services management. Typical work assignments will include the following: - Supervision of Subordinate Staff. Supervises and monitors the work of three assigned subordinate employees. Assigns work to subordinates and identifies any developmental or training needs. - Budget Analyses and Administration Develops and maintains a comprehensive financial management program that involves both long-range programmatic plans and the annual budget as a key segment of those plans. On an ongoing basis, ensures that all obligations, expenditures, unobligated orders, and available balances are properly maintained, supported, and documented. Reviews and analyzes program fund requirements submitted by senior management and recommend allocations after receipt of operating plan allowances from the Executive Office for United States Attorneys (EOUSA). Controls administrative and program funds to assure that all issuances are not in excess of latest approved allowances. Provides a wide variety of budgetary reports through the use of an automated financial system to enter financial data. Responsibilities will increase and assignments will become more complex as your training and experience progress. Requirements Conditions of Employment Qualifications To be eligible at the GS-13 level, you must have at least one (1) year of specialized experience equivalent to the GS-12 level explained below: Specialized Experience for this grade is defined as: experience developing, implementing and maintaining a comprehensive financial management system; developing a financial planning and reporting system that involves long-range planning and the annual budget; providing reliable financial and managerial data to control budget execution in achieving short and long-range management plans; advising top management team on programmatic effectiveness relative to planned financial objectives; providing positive recommendations and alternative approaches to improve program plans, budget proposals, costs of operations and program accomplishments; formulating, preparing annual administrative budgets and operating plans; reviewing and analyzing past obligations, determining reasonable fund levels and evaluating validity of request; providing a wide variety of budgeting reporting; exercising delegated authority to assign and review work of assigned to support staff members; and initiating progress reviews and performance evaluations with recommended disciplinary actions, if necessary. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
