Defense Contract Management Agency Quality Assurance Specialist (Deployable) in Los Angeles, California

The incumbent will be required to deploy to forward operating austere locations in war zones to perform duties at the will of the Combatant Commander. Typical deployments last from 6-9 months. Responsibilities Plans and implements quality assurance aircraft manufacturing/production processes to evaluate risk management programs. Performs technical quality data analysis to determine supplier compliance with contractual requirements. Fact finds or investigates techniques of unsatisfactory trends to develop recommendations to correct deficiencies and employ continuous improvement techniques. Provides technical support and recommendations to team members to ensure mission requirements are delivered. Requirements Conditions of Employment Qualifications To qualify for a Quality Assurance Specialist (Deployable), your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Ensuring contract compliance with all requirements related to the design, manufacturing, repair, overhaul, and modernization of a variety of items. Identifying, understanding, proofing, measuring and analyzing contractor production process capability. Developing/implementing a surveillance plan that includes identification of contractor and sub-contractor production needs. Performing audits and surveillance of contractors process to ensure customer and contractual requirements are met. Education Substitution of education may not be used in lieu of specialized experience for this grade level. Additional Information This is a permanent GS-12 position. Upon deployment overseas, the employee will be temporarily promoted to the GS-13 grade level, if eligible, for the duration of the deployment. Upon return to CONUS the employee will be changed to lower grade to the permanent grade level. If you do not meet the Time in Grade or Specialized experience for the temporary promotion, you will deploy at the lower grade level, GS-12. Once the four year commitment is successfully met you will be placed into a non-deployable position in the CMO for which you were hired at the permanent GS-12 grade level. This position does not meet criteria for appointment of Reemployed Annuitants. The DoD criteria for hiring Reemployed Annuitants can be found in DoDI 1400.25-V300. Tour of Duty: Flexible. Deployable schedule tour of duty will require evenings, weekends and holiday work hours, and overtime. Acquisition, Technology & Logistics(AT&L) NON-CAP: Position requires DoD Acquisition Engineering and Technical Management, Foundational certification within required timeframes. Selectee must also achieve 80 hours of Continuous Learning Points (CLPs) every 2-years.Click here for more details and Resources. Generally, indoor work location has power, water, heating, and air conditioning, although outages should be expected. Selectee will receive danger pay and foreign post differential as authorized for overseas location to which deployed. U.S. Citizenship is required. You will be required to provide proof of U.S. Citizenship. Position requires employee to wear uniform and/or protective clothing. This position is designated as Emergency-Essential (E-E). In the event of a crisis situation, incumbent will be subject to deployment on a TDY basis to overseas duty location(s) to perform assigned duties particular to the deployment. Failure to deploy when required and/or meet the medical requirements of deployment status may result in separation from Federal Service.
