Responsibilities The Deputy Federal Security Director- Mission Support (DFSD-MS) serves as the principal advisor to the Federal Security Director (FSD) on all matters concerning the administration and business support of a major airport (i.e., headcount equal to or greater than 701). The DFSD-MS serves as a first line or higher level supervisor typically over multiple units, projects, or programs within an airport; strategic planning of a mixture of routine and challenging work; assigning tasks and responsibilities and evaluating work and performance of subordinates; coaching and developing employees; approving leave; taking or approving corrective/disciplinary actions; managing budget and assigned resources including leading and integrating the planning process for short and long term requirements applying a detailed knowledge of the technical work as well as budget, human resources, and applicable policies and processes; developing and approving solutions to current and anticipated problems independently and establishing new policies/procedures or making exceptions to policies/procedures that impact the strategic objectives of the airport as well as internal and external customers. Work is typically reviewed on what is accomplished and results achieved. Impact of work typically affects TSA policies and objectives and regularly affects personnel inside and outside the organization. Participates and/or directs fiscal analysis and research in support of the preparation and administration of capital and operating budgets. As a Deputy Federal Security Director- Mission Support (DFSD-MS) for Security Operations (SO), Transportation Security Administration (TSA), Department of Homeland Security (DHS), your duties will include: Directing the work of supervisors, program managers, and other subordinate employees for multiple administrative and operational functions. Preparing, planning, coordinating, and managing support operations that include administration, financial/budget, human resources, customer service/stakeholders, training, procurement, logistics, and engineering services. Conferring with the FSD and project staff personnel to outline work plans, provide technical advice, resolve problems, review status reports, and modify schedules to accomplish duties. Identifying and determining types of actions required to meet time frames and budget/funding limitations. Setting up procedures to meet the FSD's staffing requirements and providing necessary resources to accomplish projects. Managing or conducting targeted recruitment and other external marketing sources to assist in providing diverse applicant pools to the FSD. Advising/informing the FSD on unusual or complex managerial or personnel disciplinary issues. Exercising discretion and sound judgment in dealing with sensitive human resources matters or issues. Providing data/information and reports from statistical and narrative databases in all support areas. Ensures the advancement of the Threat Detection Blueprint efforts through assessing and maintaining tools and support needed to measurably improve threat detection. Requirements Conditions of Employment You must possess U.S. Citizenship. You must complete a favorable Tier 5 Background Investigation (T5). You must pass Drug Screening, subject to random drug tests. You must be able to obtain and maintain a TS/SCI clearance. You may be required to complete a one-year Supervisory Trial Period. Qualifications To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience equivalent to the SV-J Pay Band or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience is defined as: Managing programs related to corporate security, aviation security, force protection, law enforcement, and other equivalent security/law enforcement programs; AND Directing staff, activities, functioning within established staff levels and budget, and providing leadership to a diverse workforce National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This position is part of TSA's Leadership Succession Planning and Development Program. Conditions of Employment: MOBILITY: The Transportation Security Administration (TSA) was created in the wake of 9/11 to strengthen the security of the nation's transportation systems while ensuring freedom of movement for people and commerce. Education Additional Information The Deputy Federal Security Director- Mission Support position has a Tour of Duty. The length of a tour of duty assignment is generally up to 5 years. The initial tour is normally 36 months, and with agency approval a second tour of duty up to 24 months. Any subsequent tour of duty extension beyond the second tour will be based on the Agency's needs. During your assignment, an employee from Human Capital will work with you to complete a career assessment and to identify future position interests. It is TSA's policy to provide a consistent and timely way of placing employees upon expiration of their tour of duty. Placement is based on the employee meeting the priority placement eligibility requirements and qualification requirements for an appropriate vacant position, as well as any applicable career development assessment and agency needs. Certificates will be issued on an as needed basis, as vacancies occur. The applicant pool will be honored for a period of 4 months. SUPERVISORY/MANAGERIAL PROBATIONARY PERIOD REQUIREMENTS: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position. Eligibility to apply for other Federal positions: TSA is an Excepted Service agency exempt from most of Title 5 United States Code; therefore, employment with TSA does not confer the "Competitive Status" that generally results from selection and service in Competitive Service agencies.
