Los Alamos National Laboratory Technical Project Manager (Technical Project Manager 2/3) in Los Alamos, New Mexico

What You Will Do

This position will be filled at either the Technical Project Manager 2 or 3, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

The Intelligence and Space Research (ISR) division is seeking a Technical Project Manager (TPM) to join our collaborative and dynamic team! As a leader in space research for over sixty years, ISR Division designs, builds, delivers, and exploits innovative ground- and space-based measurement systems. Our projects range from cutting edge scientific explorations expanding our knowledge of the universe, to ensuring national and global security. ISR is a multidisciplinary organization working across government and commercial sectors to lead experiments for the U.S. Space Force, NASA, the U.S. Army Space and Missile Defense Command, and other notable agencies. Efforts include direct involvement in imperative missions such as the Curiosity & Perseverance Mars rovers, Van Allen Probes, IBEX, as well as the upcoming IMAP, NACHOS, and BeamPIE projects.

The Space Instrument Realization Group (ISR-5) provides the engineering and technical expertise to develop, build and deploy these advanced measurement systems into space. ISR-5 is comprised of mechanical, electrical, systems, and quality engineers - mechanical and electronics technicians and technologists - and technical project managers. All members engage within interdisciplinary, high-performance project teams that span from conceptual development to system deployment and mission execution. The ideal candidate is a highly organized, self-motivated, and proficient multi-tasker with a strong desire and capacity to learn and work across disciplines. This role will directly support the prototyping, testing, manufacturing, and deployment of innovative space satellite instruments to support a variety of scientific and national security missions.

Technical Project Manager 2 ($101,700 - $168,200)

Duties include, though are not limited to the following:

  • Collaborate in close partnership with the Principal Investigator to manage assigned aspects of project(s) within the approved scope, schedule, and budget baseline. Apply knowledge and experience in developing project plans and detailed work breakdown structures, negotiating work packages, and assigning various aspects of work to complete project deliverables.

  • Negotiate with program and line managers to ensure that resources are available to accomplish the work, to identify procurement and contracting needs, and coordinate resources to complete project deliverables within the scope, schedules, and budgets defined in project work packages.

  • Under limited direction, monitor performance and manage, under change control, the project scope, schedule, budget, and baselines.

  • Identify potential project risks, developing risk mitigation strategies and corrective actions, and recommend risk acceptance/avoidance for all aspects of the project(s).

  • Develop and nurture positive interpersonal relationships with fellow team members, colleagues, and stakeholders. Active listening skills, stakeholder needs solicitation and soft skills are critical to perform this role effectively.

  • Collaborate with financial analysts on cost planning, budgeting, and reporting activities.

  • Research equipment or component procurement requirements and supply options as needed.

  • Serve as one of the Designated Procurement Representatives (DPRs) to process small- and large-scale procurement requests from across ISR Division. Training is provided by the Laboratory.

  • Support project leadership in developing project lifecycle plans.

  • Integrate project work with LANL Safe Conduct of Research (SCoR) principles and all pertinent Laboratory & Governance policies.

Technical Project Manager 3 ($122,300 - $206,300)

Duties include those listed above, and in addition:

  • Apply advanced knowledge and experience in developing project plans and detailed work breakdown structures, negotiating work packages, and assigning various aspects of work to complete project deliverables.

  • Collaborate with Line Management and the Principal Investigator on assigned project(s) to determine the appropriate distribution of leadership/management roles & responsibilities, when applicable.

  • Exert significant latitude in negotiating with program and line managers to ensure that resources are available to accomplish the work, to identify procurement and contracting needs, and to marshal resources to complete project deliverables within the scope, schedules, and budgets defined in project work packages.

  • In partnership with the Principal Investigator, oversee assigned aspects of moderately large, multidisciplinary project team(s) in the planning, tracking, and execution of project plans from initiation to completion.

  • Monitor performance and manage, under change control and with minimal oversight, the project scope, schedule, budget, and baselines.

  • Demonstrate experience in establishing and nurturing positive interpersonal relationships with fellow team members, colleagues, and stakeholders. Active listening skills, stakeholder needs solicitation and soft skills are critical to perform this role effectively.

  • Without considerable direction, serve as the primary spokesperson to report project status and issues to the program manager and to Laboratory senior managers and workers.

Minimum Job Requirements:

Project Management

Working knowledge of project management for technical or operational work, including defining work scope, schedules, budgets, priorities, and performance milestones. Proficiency in planning, organizing, and monitoring team efforts. Proven ability to effectively and independently manage multiple, complex, and overlapping tasks at once. Ability to develop and nurture effective internal/external customer relationships.

Communication & Teaming

Demonstrated ability to exercise active listening skills, application of soft skills and stakeholder needs solicitation with a track record of fostering a positive teaming environment. Experience in building trust, gaining consensus, and resolving conflicts. Effective written, oral, and listening skills. Ability to effectively communicate project requirements across a multi-disciplinary team and multiple institutions. Demonstrated record of fostering a mutually respectful and inclusive work environment that is free from discrimination and harassment.

Technical Experience

Background or experience with handling complex logistics relating to technical or R&D initiatives. Some knowledge of and exposure to the practice of engineering or science disciplines, such as in a laboratory or experimental R&D environment. Demonstrated ability to quickly understand and use engineering and scientific principles, techniques, methods, and tools to enable the success of complex, high impact projects.

Business Software/Systems

Knowledge of business and operations systems and standard software applications (such as Microsoft and Adobe products). Advanced knowledge in at least one project management, collaboration, and/or task-tracking software (e.g. Microsoft Project, Oracle Primavera, Microsoft SharePoint, BMC FootPrints, etc.).

Safety and Security

Safety and security are the highest priorities for executing work at Los Alamos National Laboratory. Candidate must have demonstrated record of commitment to safety, security, environmental stewardship, and quality. This position requires the ability to lead the shipment of hazardous materials between sensitive areas, and the ability to understand and meet technical requirements with the same hardware in different facilities is critical. The ability to obtain a Q clearance is required.

Additional Job Requirements for the TPM 3:

In addition to the requirements outlined above, qualification at the higher level requires:

Project Management

Advanced knowledge in all aspects of project management of technical or operational work, including developing project plans and work packages; managing to scope, schedule, budget, and technical baselines; documenting baseline reports and change control actions. Familiarity and ability to serve as a Cost Account Manager (CAM). Demonstrated experience in successful use of project controls for anticipating, identifying, and managing technical and program risk of complex projects.

Communication and Customer Interactions

Demonstrated experience in active listening skills, application of soft skills and stakeholder needs solicitation with a track record of fostering a positive teaming environment. Demonstrated experience in developing and nurturing effective mid-level internal/external customer relationships, as well as excellent oral and written communication and presentation skills.

Education/Experience at lower level: Position requires a Bachelor's Degree in a related field from an accredited institution and minimum of 5 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Education/Experience at higher level: Position requires a Bachelor's Degree in a related field from an accredited institution and minimum of 8 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

  • Experience with Facility Work Requests, financial tracking, funding acceptance, and procurements (Corporate cards, purchase orders, and subcontracts).

  • Experience with systems deployed to space.

  • Experience working in classified environments.

  • Understanding of engineering best practices.

  • Project management certification from a recognized institution (e.g. PMI PMP, CAPM, etc.).

  • Active Q clearance; past or active SCI clearance.

Work Environment:

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position : Term status Laboratory employees applying for regular-status positions are converted to regular status.
