Los Alamos National Laboratory Subcontract Technical Representative 3 in Los Alamos, New Mexico

What You Will Do

As the ASD Technical Project Manager, you will provide subcontract administrative support to the ASD Project Office. This includes ensuring that subcontractors adhere to contract terms and conditions, facilitating placement of new subcontracts, facilitating communications between the Control Account Manager (CAM), Senior Team Lead, Project Manager, and subcontractor, ensuring proper financial reporting and accruals in support of the ASD Earned Value Management System (EVMS), and assisting the Project Office with reporting and other needs related to ASD subcontracts.

General Responsibilities

  • Serve as the primary interface between the subcontractor and the project team including SMEs and maintain overall responsibility for subcontractor performance in accordance with LANL subcontract terms and conditions and the project baseline.

  • Prepare monthly subcontract status reports and communicate status of subcontract performance, issues, and/or concerns to the CAM and Project Management.

  • Review invoices and coordinate with the Project Manager and others on their approval.

  • Work with the CAMs to prepare monthly accruals in accordance with DOE 413.3b EVMS requirements.

  • Work with the CAM to help draft new Scopes of Work and Exhibits.

  • Assist the subcontractor in obtaining any required clearances, badges, permits and work authorization and coordinates and ensures that the subcontractor personnel complete LANL provided training prior to start of work.

  • Monitor submittals reviews, assures that SMEs are reviewing in a timely manner and that submittals are returned to the subcontractor in accordance with contract requirements.

  • Work with the Financial Representative to implement cost corrections to ensure proper project reporting.

  • Ensure coordination, tracking and timely processing of Subcontractor Requests for Information (RFIs), Submittals, Nonconformance Reports (NCRs) and Technical Change Documents.

  • Prepare Purchase Requisition requests and provides ASM procedurally required documentation as appropriate for all changes identified as required to the subcontract.

  • Works with the CAM and PM to prepare monthly EAC forecasts.

  • Provides documentation, as required, for contract close-out and claims.

  • Perform other duties as defined in AP-850-300 when officially designated as the Administrative (AdSTR) or Subcontractor Technical Representative (STR).

What You Need

Minimum Job Requirements:

Contract Administration

Extensive experience in contract administration, including serving as the point-of-contact for communicating, coordinating, and ensuring vendor performance. Proven track record in proactively identifying and resolving issues.

Procurement

Extensive experience and knowledge in procurement specification practices related to submission of PR's and Exhibits. Expert in working with the technical personnel in the development of sole source justifications, statements of Work, and technical evaluations. Proven ability to manage the planning and development of procurement requests and required documentation.

Accounting

Extensive experience or knowledge of accrual-based accounting. Experience in estimating, preparing and submitting accruals relative to assigned contracts.

Project Management

Advanced knowledge of and demonstrated experience in project management, including managing scope, schedule, budget, Earned Value Management, and change control in accordance with DOE requirements. Expert skill in the preparation and presentation of oral and written reports.

Problem Solving Skills

Highly skilled in making independent decisions and researching, analyzing, solving complex procurement problems, investigating alternatives solutions, and determining course of action on problems affecting procurements, maintenance, and site services subcontracts. Ability to understand and interpret contract policies and procedures.

Government/Industry Experience

Relevant work experience and knowledge of industry contracting practices, applicable government and commercial regulations and practices at LANL or similar organization.

Education and Experience

Position requires a Bachelor's Degree from an accredited institution in a related discipline and 8 years directly related experience in contract administration, project management, applicable government or commercial regulations and practices, and/or LANL policies, procedures, and work practices; or, an equivalent combination of education and related experience to include specialized courses in contract management.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://directives.nnsa.doe.gov/supplemental-directive/sd-0206-0002) . No Clearance: Position does not require a security clearance. Selected candidates will be subject to drug testing and other pre-employment background checks.

U.S. Citizenship: U.S. Citizenship is required for building access.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.
