What You Will Do
Project-Program Director 5 ($180,200-322,600)
Come and join an innovative team building a groundbreaking capability in the defense of our nation! The Advanced Sources and Detectors Project Office (ASD-PO) is seeking a Project Manager as we develop and deploy an advanced flash radiography capability for the nation's subcritical experiments programs. You will be a member of the ASD-PO as the ASD Project Manager, driving successful execution to ASD's schedule and budget. You will provide leadership in earned value management, guidance to Control Account Managers and Project Control Engineers across the four ASD institutional partners (Los Alamos National Laboratory, Lawrence Livermore National Laboratory, Sandia National Laboratories, and the Nevada Nuclear Security Sites), and lead implementation of ASD's supporting project business systems (Comprehensive Resource Estimating System [CRES], Primavera 6 [P6], and Cobra) to ensure that this urgently-needed capability is delivered to the Nation as soon as possible.
If you are selected for this position you can expect to:
Direct and coordinate the project management functions at the ASD Partner sites, particularly at Los Alamos National Laboratory;
Provide specific direction for project planning, scheduling, cost estimating/budgeting, and earned value management, including procedures, protocols, and project reviews/management self-assessments;
Act as the System Manager for ASD Project Management;
Provide overall direction for ASD's procurement strategy;
Establish, maintain, document, and enforce sound management and configuration control standards for scope, schedule, and cost;
Coordinate Earned Value Management System integration with the LANL Project Management Resource Center and LANL's certified earned value management system;
Develop the overall risk management approach for the project, including the scheduling of routine reviews related to project risk assuring that risk analysis results are documented, and that risk mitigation plans are brought to closure
Participate as a voting member of the ASD Project Director's Change Control Board.
What You Need
Minimum Job Requirements:
Program Management
Advanced knowledge of and demonstrated experience in all aspects of program or project management of technical or operational work, including defining work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk.
Expert knowledge and extensive experience using schedule software tools such as Primavera P6, Cobra, and CRES.
Operational Excellence
Advanced knowledge of and demonstrated experience in implementing, enforcing, and providing guidance for governmental regulations related to technical or operational work of assigned portfolio(s).
In-depth knowledge of and demonstrated experience in implementing, enforcing, and providing guidance for Laboratory objectives and other statements of policy, practice, and/or procedure.
Leadership Experience
Demonstrated experience in the management, supervision, and development of assigned employees.
Communication & Teamwork
Demonstrated experience in developing and nurturing effective external and internal customer relationships. Demonstrated experience in interacting effectively with all levels of external and internal personnel, building trust, gaining consensus, and resolving conflicts.
Excellent oral and written communication and presentation skills.
Project Controls
Advanced experience and expert knowledge in the Project Controls function and subfunctions of cost and schedule. Advanced knowledge of financial reporting systems and controller account codes, and understanding of controller instructions, which impact project controls (including project financial status reports and earned revenue determination data).
Advanced experience with successful implementation and maintenance of earned value management principles and techniques that comply with EIA-748 in U.S. Government facilities, programs, and/or projects.
Education
Position requires a bachelor's degree from an accredited institution and 12 years related experience; or, an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications:
DOE O 413.3B
Experience working on projects that require use of a certified Earned Value Management System.
Experience managing or leading cost accounting or business systems on large, complex, scientific projects, particularly those executed under DOE Order 413.3B.
Project management experience with technically complex projects having total cost greater than $750M
Project management experience involving the design, construction, and operation of particle accelerators.

Work Environment:
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://directives.nnsa.doe.gov/supplemental-directive/sd-0206-0002) . Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
