What You Will Do

This position will be filled at either the Program Manager 3 or Program Manager 4 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

Program Manager 3 ($135,300 to $227,700)

Would you like to contribute to national security in this era of rapidly changing geo-political landscape? The Design Agency Quality organization at Los Alamos National Laboratory is looking to hire a Program Manager to help us meet the surging national demand for nuclear stockpile modernization. Design Agency Quality provides the tools to ensure the proper components and devices enter the stockpile via methods that are compliant with NNSA directives and contract requirements.

The selected candidate will report directly to the Director of the Office of Design Agency Quality to ensure timely implementation of all Design Agency Quality deliverables and alignment with LANL and Federal reporting requirements. As PM you will manage a diverse portfolio, including many projects and deliverables across Design Agency Quality. This position will interface with other Laboratory organizations to develop and negotiate work packages supporting Weapons Quality. You will provide leadership on execution, tracking, and reporting of the Program and contribute to strategic and tactical planning. You will collaborate with individual scientists and engineers, project leaders, line managers and other program managers to to assemble responses that demonstrate compliance and enable a modern stockpile that is safe, reliable, and meets all performance requirements.

Responsibilities include the following:

• Provide leadership, vision, and planning for execution of an assigned portfolio consisting of one or more moderately large and/or complex programs impacting multiple organizations.

• Without considerable direction, work with internal and/or external organizations to evaluate, develop, negotiate, and maintain partnerships and strategic relationships with Department of Energy/National Nuclear Security Administration customers, and other government agencies.

• Serve as the agent of the mid-level internal and/or external customer(s) within the Laboratory, with responsibility for negotiating and authorizing work and allocating resources.

• Integrate complex program work with other Laboratory priorities and commitments, including safety, security, environmental compliance, quality, contractor assurance, and business imperatives.

• Apply advanced knowledge and experience to develop an execution/implementation plan that covers the programmatic work from conception to completion.

• Without considerable direction, work closely with project and line management to ensure performance and monitor and track cost, schedule, and progress against milestones.

• Without considerable direction, establish reporting and documentation requirements with the mid-level internal and/or external customer(s).

Program Manager 4 ($146,800 to $254,700)

In addition to what was outlined at the lower level, at this level the PM will interface with one or more high-level external customers to develop, negotiate, and define programmatic deliverables. You will also represent LANL in NNSA-wide forums on M&O contractor requirements and implementation plans.

Additional responsibilities include the following:

• Use independent judgment to define work breakdown structures to assign programmatic deliverables to projects, or develops other means to accomplish the work.

• Interface and negotiates with line managers to accomplish programmatic work not assigned to projects.

• Establish reporting and documentation requirements with the high-level external customer(s) and serves as the primary spokesperson to report status, manage expectations, and warn of upcoming issues to Laboratory senior managers and to the customer.

• Maintain expert-level knowledge of the relevant technical discipline and understands and adheres to all Laboratory and regulatory guidance and governance specific to the programmatic work of assigned portfolio(s).

• Advanced knowledge of the technical or operational discipline of Weapons Quality.

• Advanced knowledge of regulatory and Laboratory requirements related to Weapons Quality.

• Successfully demonstrated experience in developing and nurturing effective internal and/or external customer relationships.

• Successfully demonstrated experience in interacting effectively with all levels of internal and/or external personnel; building trust, gaining consensus, and resolving conflicts.

• Excellent oral and written communication and presentation skills.

Additional Job Requirements for Program Manager 4:

In addition to the requirements outlined above, qualification at the higher level requires:

• Expert-level knowledge of and consultative experience in all aspects of project and program management of technical or operational work, including defining program work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk.

• Expert-level knowledge of the technical or operational discipline of Weapons Quality.

• Expert-level knowledge of regulatory and Laboratory requirements related to programmatic work of Weapons Quality.

• Consultative experience in developing and nurturing effective high-level internal and/or external customer relationships.

• Consultative experience in interacting effectively with all levels of internal and/or external personnel; building trust, gaining consensus, and resolving conflicts.

• Excellent oral and written communication and presentation skills.

Education/Experience for Program Manager 3: Position requires a Bachelor's Degree from an accredited institution and 8 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation.

At this level an advanced degree may be expected.

Education/Experience for Program Manager 4: Position requires a Bachelor's Degree from an accredited institution and 12 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation.

At this level an advanced degree may be expected.

Desired Qualifications:

• Experience with NNSA Quality programs and policies (e.g., NAP 401.1A)

• Familiarity with LANL Design Agency structure, organization, and roles and responsibilities

• Familiarity with LANL Weapons Quality Program

• Familiarity with NNSA labs, plants, and sites

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Higher Level position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
