The Weapons Mission Services Division's (WMS-DO) Programmatic Training & Mission Services (WMS-3) is seeking a highly skilled Learning Specialist to directly support development and implementation of formal training and qualification programs in the highly regulated and fast-paced Associate Laboratory Directorate for Weapons Production (ALDWP) directorate.

The Learning Specialist 3 will report directly to the Programmatic Training Team First Line Manager (FLM). The selected individual will perform various dynamic training responsibilities and become an expert in applying the numerous requirements and drivers. The chosen candidate will have the responsibility and accountability to execute important training deliverables in support of the weapons production mission while setting the standards for utmost professional behavior and integrity in the workplace at all times.

Level 3 Responsibilities include, but are not limited to:

  • Developing, implementing, and maintaining training documents and records, both physical and electronic.

  • Researching training issues, identifying root causes, recommending practical solutions, and implementing those solutions in collaboration with their fellow team members and the customer.

  • Performing various administrative functions in conjunction with or in support of operational program compliance, including planning, prioritizing, and scheduling of training activities.

  • Using an LMS (Learning Management System) daily to design, build, and implement training programs, as well as facilitating completion of training assignments; using LMS data to provide customized reporting and generate metrics that add value to the business needs of the organization served.

  • Assisting with knowledge preservation, capture, and transfer projects in support of executing the pit production mission and other missions within the Programmatic scope.

  • Collaborating with customers, stakeholders, and regulators to assure training programs meet customer needs, regulatory drivers, and contractual requirements.

  • Analyzing, designing, developing, implementing, and evaluating compliant and high-quality course materials such as live classroom, on-the-job and/or web-based training for diverse audiences.

  • Developing and/or conducting classroom and on-the-job training in collaboration with Programmatic subject matter experts.

  • Shadowing and assisting Level 4 personnel on additional duties, as needed.

This position will be expected to perform work on-site. Some flexibility to work-from-home can be a consideration, depending on customer needs.

What You Need

Minimum Job Requirements:

Knowledge and Expertise: Experience in applying a Systematic Approach to Training (SAT) with accuracy, completeness and in combination with document control processes and/or developing training both small/large-scale training programs in a systematic fashion. Experience applying learning theory and performance-based training techniques.

Performance: Experience gathering requirements, performing analysis, developing individual training products, implementing training and evaluating outcomes for continuous improvement. Ability to utilize a learning management system to effectively implement training programs. Thorough documentation skills. Demonstrated ability to handle multiple competing priorities in a complex, fast-paced operational environment.

Accountability: Experience working with confidential or proprietary information, classified documents or sensitive information, including PII training records. Understanding of safety and security requirements to individual responsibility and as applicable to training activities.

Communication and Customer Service: Demonstrated skill with interpersonal, written and verbal communications. Exceptional customer service skills and ability to transfer knowledge effectively to both technical and non-technical personnel.

Computer Skills/Business Systems: Knowledge of business and operations systems and standard software applications (i.e. Microsoft and Adobe products). Ability to quickly learn and adapt to use of LANL shared business systems (i.e. LMS, Teams, Google Drive, etc.).

DOE O 426.2: Requires a BA Degree and 1 year of job-related experience. Instructional Analysts/Developers should have a baccalaureate degree in Training or Education. The Instructional Analyst/Developer must have courses in education or training that focus on instructional analysis, design, development, delivery and testing, as well as evaluation of training programs, if not included in the baccalaureate course material.

Education/Experience: Requires a Bachelor's Degree in a related field and 8 years of related experience, or an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

  • TSQP qualified.

  • Familiarity with ALDWP facility operations or nuclear facility and/or manufacturing operations, in general.

  • Expertise in nuclear facility-related subject matter areas (e.g. pit manufacturing, radiation protection, criticality safety, nuclear material control accountability, integrated safety, conduct of operations, engineering, maintenance).

  • Experience as an AP-01000 Preparer for training documents and/or familiar with formal preparation of documents and document control.

  • DOE Q-Clearance

  • Human Reliability Program (HRP) certification

Essential Job Functions : (can perform with or without reasonable accommodation): Color discrimination, peripheral vision, depth perception, ability to hear in a normal range (500 to 3000 htz), standing, walking, typing or keyboarding.

Work Environment: This position will work in both an administrative office environment, as well as a hands-on training environment with the ability to telework depending on the assigned customer's preference. Unescorted access to ALDWP nuclear facilities is required in order to actively participate in training activities, if/when needed.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
