Los Alamos National Laboratory Construction Readiness Team Leader (Manager Construction 4) Los Alamos, New Mexico

What You Will Do

Reporting to the Construction Management Division Leader, the Manager of Construction 4 serves as the team leader for the Construction Readiness Office (CRO) Organization. This organization is comprised of Construction Readiness construction managers, Construction Readiness construction engineers, and project specialists who oversee LANL contracts, assist in the development and management of work planning, design accuracy, integrate efforts with LANL self-perform resources, and ensure the execution of all construction activities required to successfully complete projects on schedule and within budget.

This position has overall responsibility for safety, leadership, accident prevention, and implementing a Zero Accidents philosophy within the construction organization. The selected candidate develops execution strategies, refines project scopes, schedules, and project budgets, and provides guidance on construction management principles and practices across various functions and organizations.

To be successful, you must possess strong leadership capabilities as well as extensive technical construction management expertise. An in-depth understanding of Laboratory goals, project management objectives, and construction best practices, coupled with the proven ability to execute and support these goals, is essential for success in this role.

Minimum Job Requirements:

Project-Program Management

Demonstrated advanced knowledge of and successful experience in all aspects of project or program management, including developing project plans, managing scope, schedule, and budget, documenting reports, and implementing change control actions. Proven ability to successfully organize, lead, and monitor a variety of team efforts to completion, often with competing deadlines, while minimizing risk. Expert knowledge of LANL procedures and policy development, including reporting, key performance indicators, scope of work development, and construction execution from planning through project close-out.

Knowledge and Skills

Expert knowledge of all phases of construction operations, construction quality, construction technologies, and project/program management. Strong understanding of government compliance standards, environmental laws, and regulatory requirements.

Expert knowledge of LANL procurement processes for onsite construction work. Advanced skills in coordinating with Project Management, Design Engineering, Procurement, Project Controls, and other functional departments to establish and maintain priorities that ensure successful project execution in compliance with various procedures, including Project Management for Capital Asset Acquisition and Construction.

Expert skills related to construction coordination and logistics on multi-discipline and/or system construction projects that involve multiple craft disciplines, customer requirements, Field Operations Division (FOD), program needs, and DOE/NNSA/LASO interests. Strong knowledge of Federal Acquisition Regulations (FAR), Department of Energy Acquisition Regulations (DEAR), and Government Contracts.

Decision Making and Problem Solving

Demonstrated experience acquiring resources and coordinating efforts of team members in order to deliver projects according to plan. Demonstrated knowledge of project planning tools and techniques, experience in effective decision-making, creative problem-solving, and continuous improvement programs. Demonstrated advanced ability to identify, effectively communicate, and resolve project issues and risks.

Leadership, Communication, and Interpersonal Skills

Excellent interpersonal, oral, and written communication skills. Demonstrated proficient skills in leading, coaching, and engaging people. Demonstrated ability to interact with varying levels of management and staff, both internal and external, building trust, gaining consensus, and resolving conflicts. May be expected to present project management performance plans, status updates, trends, or issues to federal sponsors.

Education and Years of Relevant Experience

Position requires a bachelor's degree in an Engineering or Scientific discipline from an accredited institution and 12 years of related experience or an equivalent combination of education and experience directly related to the occupation. Ten years or more of experience in construction and/or large-scale construction project execution.

Desired Qualifications:

  • Experience: Experience working for a contractor for the Department of Energy (DOE), experience managing construction projects or functional portfolios of greater than >$500M.

  • LANL Operations: Advanced knowledge of LANL operations, policies, and procedures related to Construction Management combined with a knowledge of current LANL programs, operations, policies, and procedures.

  • Clearance: Active DOE "Q" or other Top-Secret clearance.

Key Responsibilities:

Construction Readiness

  • Lead the Construction Readiness Office (CRO) to ensure projects meet all pre-construction requirements before execution.

  • Oversee Construction Readiness Reviews (CRRs) to validate project readiness, including scope, cost codes, design packages, and execution strategies.

  • Manage the Construction Readiness Program (CR PM) and Construction Readiness Office Project Manager (CRO PM) to prioritize project reviews and align resources.

  • Coordinate with Project Engineers (PEs), Project Controls Engineers (PCEs), and Execution PPDs to assess and resolve project risks and readiness gaps.

  • Ensure thorough review and validation of Integrated Work Documents (IWDs), material take-offs (MTOs), and design change forms (DCFs) before construction begins.

  • Direct the Construction Readiness Review Team (CRRT) in identifying constructability, safety, and material procurement challenges in the pre-construction phase.

  • Oversee kickoff meetings, field walkdowns, and safety briefings to ensure all stakeholders understand project execution plans and responsibilities.

Constructability

  • Implement and enforce constructability best practices across LANL construction projects to enhance efficiency, quality, and safety.

  • Ensure early integration of constructability input into design, procurement, and execution phases, minimizing rework and construction delays.

  • Oversee constructability subject matter experts (CSME's) in reviewing design packages at 30%, 60%, and 90% completion to identify potential execution challenges.

  • Provide leadership in constructability team engagement, ensuring alignment between Engineering, Procurement, and Construction (EPC) teams.

  • Direct constructability review meetings and ensure all feedback is incorporated into Design Review Records (DRRs) to guide project execution.

  • Monitor site logistics, material procurement strategies, prefabrication opportunities, and construction sequencing for optimized execution.

  • Support the Project Execution Plan (PEP) by integrating constructability principles to improve project schedules, budgets, and workability.

Work Environment:

Work Location: The work location for this position is onsite and located in Los Alamos, NM, USA. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
