DESCRIPTION

The City Manager’s Office is recruiting for a full-time, unclassified Government Affairs Analyst (Program Specialist). Under minimal supervision from the Manager of Strategic Partnerships and Government Affairs this position will focus on State and Federal public policy analysis, writing reports, position letters, and assisting with public policy development. The City Manager’s Office is responsible for the administration of all City government departments, except for elected offices and the semi-autonomous departments. This is a great opportunity for a self-motivated team player, interested in supporting all aspects of a full- service city and working in a demanding, fast-paced environment that is highly rewarding.

EXAMPLES OF DUTIES

  • Track State and Federal legislation as the proposals move through the legislative process

  • Research developing public policy issues and articulate potential changes in local, state and Federal law, as they pertain to the City

  • Engage with City staff outside the City Manager’s Office to learn how legislation impacts City programs, operations, and services

  • Recommend legislative positions to the Manager of Government Affairs

  • Prepare articulate analyses, reports, and letters related to legislation impacting the City

  • Collaborate with City staff to plan site visits, legislative briefings, and legislative events.

  • Collaborate with City staff to update the Legislative Agenda, Priority Project Funding Requests List, and Legislative and Funding Priorities

  • Think critically about opportunities to best position the City for success as changes to local, state, and Federal law are considered

  • Remain current on newsworthy local, State, and Federal issues to inform and build context within various work products

  • Develop engaging, informative written and spoken presentations on policy issues

  • Collaborate with staff throughout the City on letters of support for grant applications and coordinate letters and applications for State and Federal earmark funding opportunities

  • Help facilitate the Citywide Grants Coordination Committee, coordinating monthly meetings, developing funding advocacy priorities and strategies across departments, and creating training materials for departments

  • Advance the development of City priorities with regional partners and support the City’s representatives on regional boards

  • Help manage calendars and schedules for the Government Affairs Office on an as-needed basis

  • Monitor and update website content with bill position information, legislative agenda, and contact information

  • Edit communications from the Government Affairs Office, track communications through the approval process and publish letters and memos for public review on the City’s website

  • Review external agency meeting agendas

  • Disseminate information to a variety of stakeholders regarding the City’s position on state and federal legislation

  • Develop engaging and relevant content for the CM newsletter and Policy Periodical

  • May create and maintain travel reimbursement records and requests for the Government Affairs Office

  • May lead other support staff within the Government Affairs Team

  • May assist with other related duties

REQUIREMENTS TO FILE

EDUCATION

  • A Bachelor's degree from an accredited university with a major in Political Science, Public Administration, or a related field*must provide proof of degreeOR

  • Experience offering specific and substantial preparation for the duties of the position may be substituted for the required education on a year-for-year basis.

EXPERIENCE

  • Two (2) years of full-time equivalent experience as an Assistant Administrative Analyst or equivalent position, working in an elected official office or public policy development.

  • A Master’s Degree in one of the preceding fields may be substituted for one-year of the required experience.*must provide proof of degree

This candidate should be a positive team player with the ability to successful navigate relationships at all levels of the organization and establish effective partnerships outside the organization. They should possess a strong capacity to analyze complex legislative issues, assess their impact on the city, and translate this understanding into actionable insights and strategies. The role requires the ability to juggle multiple assignments concurrently, with the adaptability and intellectual rigor to address a wide range of policy areas effectively.

Employee Benefits

The City of Long Beach offers its employees opportunities to grow personally and professionally. As a permanent employee, you are eligible to receive fringe benefits that include:

  • Retirement: California Public Employees' Retirement System (PERS) defined benefit retirement plan, which is coordinated with Social Security. The benefit is 2.5% @55 for "Classic" members and 2%@62 for new members as defined by PEPRA. Subject to employee contribution. Both the City and the employee contributes toward CalPERS retirement contributions. The city also participates in Social Security.

  • Health and Dental Insurance: The City offers the choice of HMO and PPO plans. The city pays major portion of the premium for employee and dependents depending on the health/ dental plan selected.

  • Life Insurance: City-paid term life insurance policy equal to three (3) times annual salary to a maximum of $500,000.

  • Disability Insurance: City-paid short-term and long-term disability insurance.

  • Management Physical: Annual City-paid physical examination.

  • Vacation: Twelve (12) vacation days after the first year of service; 15 days after four years, six months of service; 20 days after 19 years, six months of service.

  • Executive Leave: Forty (40) hours Executive Leave per year. The City Manager has discretion to grant an additional 40 hours each year.

  • Sick Leave: One day earned per month; unlimited accumulation; conversion upon retirement to cash credit toward health and/or dental insurance premiums, or to pension credits.

  • Holidays: Eleven (11) designated holidays per year, plus four personal holidays to be used at the employee's discretion.

  • Transportation Allowance: $450 per month.

  • Deferred Compensation Plan: Optional for employee contribution to a supplementary retirement savings program available through Mission Square Retirement formerly ICMA-RC Retirement Corporation). City contributes 1% of employee's base pay to the employee's 401(a) plan; effective September 30, 2022, the City will contribute 2% of employee's base pay to the employee's 401(a) account. Employees may opt to contribute up to the IRS annual limits as well.

  • Flexible Spending Account (FSA): Optional election for employees to reduce taxable income for payment of allowable childcare or medical expenses.

  • Flexible/Hybrid Work Schedule: Available (subject to City Manager approval).

  • Paid Parental Leave: After six (6) months of City employment; up to 30 calendar days (160 hours) of PPL, taken in full-day increments, in connection with the birth, adoption, or foster placement of a child, up to the age of seventeen (17).
