The Opportunity

Reporting to the Vice President Global Development Delivery and Abt Global Britain Managing Director, as the Delivery Portfolio lead for Abt Britain, you will have delegated accountability for programme performance in scope, cost, schedule & quality on all projects for Abt Global Britain portfolio across all clients. This role is a member of the Abt Global Britain, Senior Leadership Team.

You will manage programme risks and finances, oversee Project Management Directors, collaborate closely with Delivery Team and Abt Departments (HR, Finance, IT) to proactively solve operational problems for project teams while managing risk for Abt. You will also oversee workforce planning and professional development for programme staff and while engaging with the Delivery Team to support the Chief Solutions Office (CSO) and Client Engagement and Growth (CE&G) staffing needs and workforce planning. You will identify opportunities to drive Abt’s core capabilities and facilitate cross-programme learning and sharing. In addition, you will attract and retain highly capable staff through exceptional leadership and people management approaches. For at least 60% of the time, you will serve as a Project Management Director (PMD) and provide direct support to some projects within portfolio.

Core Responsibilities

  • Responsible for high quality project delivery and execution, project excellence and project performance management as reflected in programme annual reviews or similar.

  • Provide high-level guidance and support to PMDs, and direct billable support to select country teams to meet client contractual, quality, human resources and financial requirements as identified under budget oversight.

  • Responsible for timely revenue takedown and maximizing the ceiling for projects under the portfolio.

  • Track, mitigate and manage operational/management risks under the portfolio.

  • Support VP and Managing Director with overall resource planning.

  • Build and maintain effective engagement with all corporate departments, CE&G and CSO to support portfolio needs.

  • Support the implementation of key equity, diversity and inclusion strategies.

  • Support implementation of strategic and change efforts within the USG bilateral delivery practice.

Budget oversight

  • Provide budget oversight for projects under portfolio.

  • Work closely with finance staff to manage overall portfolio financial health including profit.

  • Support programme teams with budget management and accurate forecasting.

  • Promote programme cross-learnings in the development and implementation of budget principles.

Policy, Process, Frameworks and Strategy

  • Ensure adherence to Abt, client and in-country regulations in the delivery of programs.

  • Influence and support the development and implementation of operational policy, processes and systems that improve projects operational excellence.

  • Ensure appropriate escalation of programme related issues to the VP,Global Development Delivery and Abt Global Britain, Managing Director.

  • Make decisions that impact project financial performance including resource hiring and vendor selection.

  • Monitor and provide feedback to all resources including project staff and subcontractors/consultants.

  • Review and approve all project deliverables both internally and externally for assigned projects.

  • Present regular project status, risks and implications to senior leadership.

  • Ensure project compliance and successful audit results - support audit management and proactive issue resolution.

  • Responsible for timely close-out, ensuring staff coverage and preventing fee erosion while maintaining client satisfaction.

  • Supervise the Project Management Directors, Officers (as needed), and any assigned Chiefs of Party.

What we Value

  • Bachelor’s Degree + Fifteen years of relevant experience, or Master’s Degree + Twelve years of relevant experience.

  • Demonstrated ability to lead and manage a team of cross functional and geographically dispersed staff.

  • Demonstrated ability to work collaboratively across a senior leadership team to meet shared goals.

  • Exceptional leadership and people management approaches required.

  • Deep understanding of all elements of FCDO (and Green Climate Fund and Global Fund) project performance management and the interdependencies/tradeoffs required to meet both client and internal demands.

  • Experience successfully managing a portfolio of projects. as demonstrated through Annua Reviews and/or 360 feedback from clients and stakeholders.

  • Proven record of conflict resolution and handling of sensitive issues.

  • Ability to identify project risks, assign handling strategies, escalate appropriately.

  • Experience driving financial management activities, including target-setting, forecasting, and managing project revenue budgets and operating budgets in line with strategic objectives.

  • Experience working with both contracts and cooperative agreements preferred.

  • Experience working with projects in Asia is preferred.

  • Professional working knowledge of a second language is preferred.

  • UK working rights is required, with no sponsorship.
