Summary The Administrative Assistant serves as the Lead Administrative Support Specialist in the Administration Section of the Facility Management Service at VALLHCS. The Administrative Assistant is responsible providing administrative, analytical, acquisition, and budget services supporting a large, complex engineering center by monitoring and evaluating current and past expenditures, equipment, work orders, staffing, and funding to facilitate changing requirements. Responsibilities Duties include but are not limited to: Reviewing final acquisition packages for accuracy, adequacy, and completeness. Obtaining current and/or prior year funds and submitting the contract modification packages into the procurement system. Tracking modification packages and resolving issues identified by the contracting office. Measuring the progress and effectiveness of maintenance and operations, projects, bio-medical, interior design, and administrative operation. Identifying redundant procedures and eliminating, consolidating, or simplifying the processes. Developing and conducing analysis and evaluations of data for use in presentations. Preparing local guides and forms to assist employees and customers. Developing narrative and statistical data and compiling related background information in support of program budgets. Editing and assigning the closeout of work orders. Furnishing instructions and explanations on regulations, instructions, and procedures. Providing training to representatives, program managers, and section chiefs on procurement policies and new procedures. Making recommendations for reprogramming actions. Planning, monitoring, analyzing, and evaluating current and past historical expenditures, equipment, work orders, funding, and staffing to facilitate changing requirements. Recognizing the need to change current administrative and budget operation procedures to make administrative and budget data as accurate as possible. Scheduling instructor-led courses, enroll learners, develop curricula, and manage learning resources. Measuring the progress and effectiveness of Maintenance and Operations. Serving as an alternate approving official for Facility Management Service contracts. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: reviewing final acquisition packages for accuracy, adequacy, and completeness; submitting contract modification packages into a procurement system; Measuring the progress and effectiveness of maintenance and operations; eliminating, consolidating, or simplifying processes; conducing analysis and evaluations of data; developing narrative and statistical data; preparing local guides and forms; providing training on procurement policies and new procedures; editing and assigning the closeout of work orders; and providing instructions and explanations on regulations, instructions, and procedures. You will be rated on the following Competencies for this position: Budget Administration Contract Administration Customer Service Performance Measurement Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: This work is normally performed in an office setting. This position is generally non-strenuous, but includes sitting, walking, standing, bending, and carrying lightweight items. Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
