Clinton County Commissioners Lieutenant in Lock Haven, Pennsylvania

QUALIFICATIONS: Qualified candidates will have a minimum of a high school diploma and two years of Corrections experience that includes some supervisory experience, or any combination of education and experience that provides equivalent knowledge, skills and abilities. Position requires Department of Corrections Basic Training certificate and maintain annual certification in First Aid, CPR, AED and any other required certification/license along with a valid Pa Driver's license and must pass a pre-employment drug screen.

Summary: The primary role of a Lieutenant is to supervise and monitor their shift's activities and adherence to security procedures. Shift activities include, but not limited to, visitation, meals, medical, recreation, programming, the receiving and discharge of detainees and emergencies that may arise. The Lieutenant conducts ongoing inspections to maintain security, sanitation and overall order of the facility.  The Lieutenant may be assigned specialty functions in areas such as the Receiving and Discharge/Central Booking area, the Facility Training Program or Administrative duties.

Supervision Exercised: This position exercises supervision over the Corrections Officers.

Essential Job Functions: The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive.

• Ensure the Clinton County Correctional Facility is in compliance with all standards established by Title 37 of the Pennsylvania Code, Prison Rape Elimination Act, PA Department of Corrections requirements for Correctional Staff Training Academy, Contracted Agency Audits, National Detention Standards 2019 (Appendix A, List of Required Staff Training) and all Clinton County Policy and Procedures. • Supervises the movement and control of all detainees inside and outside the secure sections of the facility. • Gives instruction, provides on- the-job training, maintains discipline, and makes inspections to see that Corrections Officers are alert and diligent in the performance of their duties. • Supervises head counts of detainees; reports infractions of rules and regulations and irregular or suspicious occurrences and takes or recommends appropriate action. • Informs Corrections Officers of all new regulations or changes to existing regulations and communicates special orders; schedules and ensures cells are searched for contraband; tours and inspects cells, work areas, and all other areas of the facility to maintain appropriate security and sanitation standards. • Investigates a wide range of issues affecting correctional staff, detainees and operational procedures; utilizes surveillance technology and software to prepare investigational reports and to determine sources of contraband; interviews detainees and correctional staff to ascertain the chain of events following emergency situations. • Confers with detainees upon request concerning institutional or other problems; ensures, through supervisors, that detainees receive proper medical and psychological care, attend required court hearings, and all other activities legally required by the terms and conditions of a detainee's incarceration. • More--See full job description available online at www.clintoncountypa.gov* *or at PA CareerLink, 8 N.
