North Wind Group Learning and Development Specialist (NWS 00717) in LIVERMORE, California

North Wind Services is actively seeking individuals who can contribute to national security within the science, technology, and engineering fields as part of our supplemental labor team at vital federal research and development installations supporting the Department of Energy. NWS has an established history of contributing to the success of their customer's mission. Available employment opportunities may range from administrative and logistical support to advanced technical positions.

Qualified applicants must be a US citizen, at least 18 years of age, and able to meet pre-employment requirements including any required physicals, drug screen, and/or background investigation to satisfy clearance requirements from the Department of Energy.

Successful candidates will be employees of NWS, a premier government contractor charged with employing highly motivated and well-qualified personnel who can advance the missions of the Lawrence Livermore National Laboratory in Livermore, CA. Though employed by NWS, the employee will take day-to-day direction from technical personnel employed directly by the research laboratories. Pay, benefits, Human Resource, and Employment Management functions are provided by NWS.

The Human Resources Directorate has an opening within the Workforce & Organization Development Division for a Learning and Development Specialist to support and coordinate new and existing employee development and performance management opportunities in our Human Resources (HR) Directorate. The successful candidate will work closely with the L&D team to provide a full range of training functions such as researching, planning, scheduling, procuring, marketing, tracking, organizing, and evaluating L&D courses and programs. The successful candidate will provide frontline support to leadership, instructors, customers, external vendors, and colleagues to support key Workforce Development and HR initiatives at LLNL.

Essential Duties

  • Coordinate institutional L&D programs and courses, including creating, developing, and maintaining spreadsheets and databases to track completed trainings, Metrics That Matter (MTM) evaluations and feedback of course and instructional effectiveness.

  • Act as the point of contact for customers, vendors, and internal/external instructors.

  • Administer the operational aspects of training and development, track budgets and process course costs, and develop, review, and evaluate course objectives.

  • Manage complex communication processes and projects, interfacing with all leadership levels and directorate contacts implementing our L&D training programs.

  • Actively research, evaluate and recommend new courses/learning trends, development/learning paths and career resources in partnership with L&D and HR colleagues.

  • Review and evaluate training materials to ensure compliance with regulatory requirements.

  • Develop and produce virtual courses on various learning platforms (e.g., Webex, Adobe Connect, Teams) and assist internal facilitators with attendance, course materials, and presentation needs.

  • Provide great customer service and guidance to all Laboratory employees and partners regarding training, employee, leadership, career development and growth opportunities at LLNL.

  • Develop creative internal marketing materials, communication plans, and L&D course catalogs (in partnership with L&D colleagues) to internally distribute/advertise across the Lab, promoting course details, increased participation, and benefits of all L&D career and growth opportunities.

  • Collaborate with the L&D team to plan, maintain, monitor, and update the fiscal year master training calendar and quarterly catalogs to include all development and growth opportunities.

  • Obtain information from leadership, employees, and key learning partners regarding the effectiveness of completed training courses and programs for continuous improvement to share with leadership.

  • Perform other duties as assigned.

Essential Skills, Knowledge, and Abilities

  • Bachelor's degree in Training and Organizational Development, Instructional Technology, Industrial Psychology, Education, Human Resources, Marketing, Communication, or related field, or equivalent combination of education and related experience.

  • Experience applying training and organizational development theories, techniques, policies, procedures, practices, and learning systems/platforms (e.g., LTRAIN, Metrics That Matter, Skillsoft Online Learning System, LinkedIn Learning, Franklin Covey All Access Pass, Crucial Learning, Blue Ocean Brain, DiSC, TruScore, Human Synergistics, etc.)

  • Ability to effectively analyze, synthesize, and problem-solve issues and appropriately suggest training and organizational development solutions, services and/or resources.

  • Organizational and project management skills with the ability to lead highly visible initiatives without direct ownership of resources.

Special Requirements

Pre-Placement Medical Exam: A job related pre-placement medical examination may be required.

Anticipated Clearance Level: P (position will be cleared to this level). Applicants selected will be subject to a federal background investigation and must meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.
