This position is established under a Federal Grant Program and is responsible for overseeing highway safety sub-grant projects.

Assists grant applicants with problem identification and determining program area needs, provides technical assistance with grant application procedures, reviews grant applications and recommends approval/disapproval.

Participates in the establishment of grant priorities and allocation of resources.

Prepares sub-grant agreements.

Conducts on-site monitoring and assessments and prepares monitoring reports.

Collects and analyzes crash data, reports, and project evaluations to identify problem areas and ensure compliance with state and federal highway safety guidelines.

Processes sub-grantee reimbursement requests, activity reports, travel authorizations, agreement amendments, and other project forms.

Maintains project agreement files.

Coordinates and collaborates with various law enforcement, judicial and highway safety program personnel to provide technical assistance and monitor sub-grantee financial and operational status.

Participates in the procurement of professional services contracts for highway safety advertising by drafting the specifications for the request for proposals and working with the OSP throughout the bid process to secure these services.

Compiles periodic programmatic reports.

Adheres to federal and state regulations related to the Highway Safety Program.

Summary

The Arkansas State Police (ASP) Highway Safety Program Specialist is responsible for the administration of grants related to highway safety, including research, statistical analysis, and reporting. This position is governed by state and federal laws and agency/institution policy.

Functions

Prepares grant agreements and provides technical assistance and orientation to project coordinators. Conducts on-site monitoring and assessments, prepares monitoring report, and offers technical assistance in an attempt to remediate financial or programmatic problems identified. Collects and analyzes crash data, reports, and project evaluations to identify problem areas and ensure compliance with state and federal highway safety guidelines. Develops countermeasure plans to remediate identified problems. Processes subgrantee reimbursement requests, reports, and contract change orders. Maintains agreement files, monitoring reports, and other required documentation. Coordinates and collaborates with various law enforcement, judicial, and highway safety program personnel to provide technical assistance and monitor grantee financial and operational status. Performs other duties as assigned.

Knowledge, Skills and Abilities

Knowledge of the principles and practices of grants management/administration. Knowledge of principles and practices of financial management and auditing. Knowledge of program development and monitoring techniques. Ability to research and analyze grant applications. Ability to audit financial and programmatic information and recommend corrective action. Ability to analyze information and write reports and correspondence. Ability to prepare and present written and oral communication.

Minimum Qualifications

The formal education equivalent of a bachelor's degree in public administration, general business, accounting, finance, or a related field; plus two years of experience in business, grants administration, or a related field. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
