Summary
The Agency Administrative Review Officer is responsible for conducting administrative due process hearings in accordance with federal and state regulations. This position is governed by state and federal laws and agency/institution policy.
Functions
Presides over evidentiary due process Administrative Hearings, pursuant to Arkansas Administrative Procedures Act, state and federal laws, and agency policy. Conducts hearings by swearing in witnesses, hearing testimony, and determining admissibility of evidence. Makes final ruling and writes final orders on hearings, based on weight of evidence, testimony, and the appropriate policy. Schedules administrative hearings and makes pre-hearing rulings on objections, continuances, and dismissals of appeals. Researches, reviews, and analyzes materials prior to hearings and identifies issues for hearings. Oversees preparation of transcripts and records of decisions appealed to the Circuit Court. Responds to requests for information under the Freedom of Information Act and researches case laws and statutory laws relating to the agency program and administrative law. May supervise legal support staff. Performs other duties as assigned.

Knowledge, Skills and Abilities
Knowledge of the Arkansas Administrative Procedures Act, and other applicable federal and state laws, rules, and regulations. Knowledge of investigative practices and procedures. Knowledge of computer operating software systems. Ability to research, interpret, and apply due process policies and procedures. Ability to communicate effectively both orally and in writing. Ability to evaluate information and prepare written or verbal reports. Ability to investigate and process grievances and appeals. Ability to supervise employees, administer work plans, and evaluate progress.
Minimum Qualifications
The formal education equivalent of a bachelor's degree in public administration, criminal justice, business management or a related field; plus three years of experience in administrative review and determination, alternative dispute resolution, conflict management, or a related field. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
