Job Description:

50% - Proposal Review and Preparation:

  • Solves unique and time-sensitive problems and interacts with Principal Investigators, agency officials, and university personnel in all departments/centers of the university at varying levels and maintain high responsiveness and stellar customer service in the face of unyielding deadlines and inflexible external schedules. This includes corresponding with and expressing expectations to center contacts regarding proposal preparation/revisions, budget modifications, and compliance requirements.

  • Analyzes and interprets the agency’s request for proposal (RFP), which includes eligibility requirements, instructions for proposal development and submission, budgeting requirements for allowable or unallowable costs, cost sharing requirements and appropriate agency forms. Reviews and verifies compliance with requirements for COI and FCOI on all proposals and for proposals working with human subjects, animals, biohazards, recombinant DNA, radioactive substances, potential implications of export control regulations at time of proposal submission, and any other applicable research compliances.

  • Confirms all necessary compliance regulations for sponsored projects at award initiation. Prepares and reviews all necessary agency application forms with correct institutional information including final consolidation of all required components of the proposal. Reviews all known contract terms/requirements noted at the proposal stage and ascertain additional university approvals from appropriate departments as necessary. Develops an adequate, accurate, and justifiable proposal budget in coordination with the Principal Investigator and in accordance with agency and university policies, including the determination of the appropriate facilities and administration (F&A) rate to include on the project in compliance with university and agency policies. If cost sharing is required, obtains necessary signatures/approvals. Acts as liaison with other research institutions when preparing submissions which include subawards.

  • Completes and transmits the approved proposal package to meet all agency-imposed deadlines and provides any necessary assistance to investigators with agency electronic systems that require direct interaction by the PI, such as NSF FastLane, , etc. Maintains proposal records in system of record (Streamlyne).

40% - Administrative and Managerial Duties:

  • Serves as primary contact for research center pre-award staff, and manages preparation and review of complex or difficult proposals. Assists Grant Manager/Team Lead in proposal assignments. Provides second-level reviews and approves work prior to proposal submission for the team. Communicates with investigators/sponsors to resolve complex grant administration problems/issues and works with principal investigators, administration, and center contacts to resolve matters and identify best practices. Has delegated signing authority for proposals, agreements, purchases, or financial reports as needed for proposals. Contributes to meaningful annual reviews of Team members. Provides leadership of team meetings and staff meetings as needed. Assists in training of departmental and university staff and researchers in grants administration, research foundation policies and sponsor guidelines. Assists the training team for Pre-Award Services and presents training modules at RA101, TRT, and other professional development venues as needed. Assists in the development and implementation of procedures to improve efficiency, effectiveness, and compliance with regulations. May act as the primary functional subject matter expert in areas assigned by manager. May assist manager in setting priorities for coordinators and specialists and monitors performance to meet organization and agency deadlines. May supervise grant administration staff and students. May represent the manager or department in meetings. May act as a mentor and train staff and researchers in grants administration, federal requirements, and university guidelines.

Required Qualifications:

  1. Bachelor's degree and three (3) years sponsored project or other highly relevant experience or High School/GED/Diploma with 5 years of sponsored project or other highly relevant experience.

  2. Excellent computer skills in a PC/Windows environment including MS Word and MS Excel, analytical and problem solving, as evidenced by previous work history and application materials.

  3. Excellent written communication skills, working with a variety of populations, and attention to detail as demonstrated by application materials.

  4. Intermediate mathematics aptitude for budgeting and database building, as evidenced by previous development of sponsored project budgets.

  5. Prior work experience that required attention to detail.

Preferred Qualifications:

  1. Bachelor’s degree in Business/Accounting or related field.

  2. Knowledge of applicable federal, state and other sponsor regulations related to sponsored projects, including Uniform Guidance, as evidenced by application materials.

  3. One year of supervisor experience.

  4. Previous work experience working with a variety of constituencies and stakeholders in the University research environment. as evidenced by application materials.

  5. Previous work experience using electronic resources including sponsor online submission portals and systems, as evidenced by application materials.

  6. One year of experience with the administration of Streamlyne.

Position Overview:

Serves as the administrative resource between the university and granting agency personnel regarding requirements for compliance for pre-award activities. Interprets sponsor guidelines. Develops and prepares budgets and works with agencies to clarify project budgets and any re-budgeting requirements. Reviews proposals for compliance with state, federal, university, and agency guidelines. Assists Grant Managers/Team Leaders with prioritizing and assigning work to grant coordinators and with providing final review of proposals before submission to sponsor. Serves as primary contact for research center pre-award staff, and manages preparation and review of complex or difficult proposals for the team.
