Indian Health Service Budget Analyst in Lawrence, Kansas

Summary This position is located at the Haskell Health Center under the Division of Administration of the Haskell Service Unit. The primary purpose of this position is to prepare and maintain the Service Unit's annual budget and coordinate the formulation of the budget projections, adjustments, and ensure that the internal controls are complied with to remain within budget plan goals. This position reports to the Administrative Officer. Responsibilities Utilizing historical data of recurring costs and recommendations submitted by Service Unit management and department heads, employee formulates projections on program activities. Effectively maintains fund control procedures by a commitment register of Object Classes for each department, updated daily for each program. Prepares numerous and diverse financial status reports which reflects and discloses any discrepancy that negatively affect budget implementation and achievements by both Program Managers and Service Unit Management Team. Complies, reviews, analyzes, and edits components of budget, which pertain to personnel salaries and benefits. This position is being re-advertised to solicit additional applications. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: Your resume or other supporting documents clearly demonstrate that you meet at least one of the following minimum qualifications: GS-9: One (1) year of specialized experience equivalent to at least the GS-07 grade level in the Federal service obtained in either the private or public sector that has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Experience includes: Plan, create, and review reports using an automated financial data system; checking the accuracy and adequacy of budget justification data submitted in support of budget estimates or requests for allotments by comparison with source documents; research, identify and clarify discrepancies identified during the monthly reconciliation and make necessary corrections; assists in preparing projections of expenditures and funding requirements for future budgets. OR I have completed a masters or equivalent graduate degree or 2 full years of progressively higher graduate education leading to such a degree or LL.B. or J.D., if related. OR I have a combination of education and experience that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for this GS-09 grade level. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. This position has promotion potential to the GS-9 grade level. Promotion to the next grade level is at management's discretion and is based on your demonstrated ability to perform the higher level duties, the continuing need for the higher level duties, and "Regulatory/Administrative" approval. Promotion to the next higher grade level is not guaranteed and no promise of promotion is implied.
