Scotland County Manager's Ofc Lead Accountant in Laurinburg, North Carolina

Description

Performs difficult professional accounting functions for the finance operations in the County; may be appointed as Deputy Finance Officer. An employee in this class is responsible for a variety of professional accounting tasks involving budget preparation and monitoring, journal entries and budgetary accounting, accounts payable, payroll, generating a variety of financial reports, grant and bond transaction accounting, fiscal technology coordination, reconciling accounts, and performing related fiscal duties. Work includes creating spreadsheets and graphics on fiscal data and providing mentoring and guidance to other department staff.

Examples of Duties
  • Provides professional support and back up to the Finance Director including research, creating analytical and fiscal reports, and providing information and decisions when needed; provides mentoring, training and guidance to department staff.
  • Assists with preparing complex reports for the audit; creates complex reports such as compensated absences, OPEB, FEMA, etc.
  • Creates budget requests for administrative, general services and court facilities operating budgets; assists with budget preparation, publication, administration and monitoring.
  • Processes accounts payable bank drafts; provides back up to accounts payable; maintains and updates the general ledger when needed and reviews for errors; reconciles various accounts; uploads P-Card transactions to the data base and reconciles monthly statements; reconciles utility bills and allocates by department; creates and enters journal entries as needed; researches discrepancies; provides back up to payroll; updates monthly journal entries and garnishments in accounts payable; creates and distributes W2s, 1099s, ACA and other reports.
  • Researches, recommends and coordinates technology strategies for the department; participates in planning and implementing upgrades and migration to new systems.
  • Reconciles grant reporting to financial software; records bond transactions; tracks school bond transactions; draws payments down and tracks them; maintains separate files and claims sales tax refunds from contractor; tracks capital project budgets and expenditures.
  • Coordinates telephone accounts including mobile phone accounts; negotiates pricing; approves new orders.
  • Provides internal customer service to County departments including assisting with creating and analyzing reports; assisting with troubleshooting budget and purchasing issues; providing training on policies, procedures and software usage to new and existing employees; serves on cross departmental teams; provides related consultation and assistance.
  • Prepares a variety of periodic reports and entries; performs reconciliations of various functions and accounts; reviews accounts and monthly statements for accuracy; assists other departmental employees and departments with accounting problems and issues.

Typical Qualifications

Graduation from a four-year college or university with a degree in accounting or business and at least three (3) years of professional level experience in accounting, preferably in the public sector. Must have a valid drivers license

Special Requirements

Complete theCertified Finance Officer certification within two (2) years of hire

Ability to be bonded in the State of North Carolina

Supplemental Information

Must be able to physically perform the basic life operational functions of fingering, talking, hearing, and repetitive motions.

Must be able to perform sedentary work exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to move objects.

Must possess the visual acuity to prepare data and statistics, work with accounting processes, operate a computer terminal, and do extensive reading.
