Position Summary Information

General Summary

TheManager, Accounts Payableplans and supervises the work activities and operations of the accounts payable section within the disbursements division.

Essential Functions

  • Supervises employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination

  • Analyzes and evaluates procedures, methods and guidelines for the section

  • Coordinates, modifies and redistributes assignments and personnel, as needed, for cross training efforts and improving section performance

  • Conducts technical discussions in assigned subject matter area

  • Researches accounts payable inquiries utilizing appropriate resources or regulatory authorities and provide the manager with pertinent rulings from the IRS or other federal, state or local authorities

  • Advises and instructs subordinate personnel on the interpretation and application of Commission policies, regulatory requirements and accounting procedures

  • Maintains applicable general ledger accounts and subsidiary ledgers

  • Resolves problems concerning account discrepancies, prepare or have prepared correcting journal entries, and discusses corrective measures with subordinates

  • Coordinates vendor file maintenance procedures for the disbursements division

  • Provides a monthly activity report to the division manager, accompanied by statistical information

  • Collaborates with the payroll manager to reconcile calendar year-end payroll tax data and prepare applicable information returns and supporting schedules

  • Formulates schedules of principal and interest due on long and short-term debt

  • Formulates fiscal year annuity schedules of interest expense and bond redemption for each new issue and prepares appropriate journal entries

  • Prepares updates to the official bond statement(s) including data on bonded indebtedness, leases and other pertinent factors for prospective bidders

  • Coordinates and prepares detailed fiscal year-end audit schedules for external auditors and respond to audit confirmation requests

  • Oversees the weekly check, Electronic Funds Transfer ( EFT ) and ACH process

  • Oversees and reviews the WSSC Water bank reconciliations utilizing web-enabled services with the bank to transfer/download files, checks positive pay and places stop payments

  • Oversees and coordinates the fiscal year-end closing process for the disbursements division, verifies payroll and accounts payable costing and reconciliations and prepares multiple year-end schedules

  • Reviews and analyzes the monthly accounts payable section statistical report and other monthly reports in order to provide guidance and strategies for improvement

Other Functions

  • Reviews, writes and updates Commission policies as they relate to accounts payable

  • Prepares and coordinates the quarterly tax payments for short-term disability

  • Prepares year-end tax information returns including W-2’s for selected personnel and retirees (Life Insurance over $50,000, Short-Term Disability Payments and Restoration Plan)

  • Collaborates with acquisition office to facilitate annual training for the WSSC Water Procurement Card

  • Collaborates with the revenue manager on the banking relationship and banking services

  • Oversees the financial administration of the WSSC Water Coke Fund

  • Oversees the 1099 Miscellaneous reporting process

  • Performs related duties as required

Required Knowledge, Skills, And Abilities

  • Thorough knowledge of accounting theory, principles and practices and their application to a variety of accounting transactions and problems in the public sector

  • General knowledge of the basic concepts, policies, and practices of the water and wastewater industry

  • Working knowledge of modern office management principles, practices and equipment

  • Ability to design, revise and install accounting systems

  • Ability to analyze and interpret fiscal and accounting records and to prepare accurate and complete financial statements from such records

  • Ability to plan, organize and supervise the work of others

  • Ability to establish and maintain effective working relationships with other employees and public officials

  • Ability to communicate effectively both verbally and in writing

  • Ability to work cooperatively with subordinates, peers and supervisors in a team-based environment

  • Ability to make independent decisions, solve problems and implement those decisions

  • Ability to exercise sound judgment

  • Ability to use standard office automation software

Minimum Education, Experience Requirements

  • Bachelor’s degree in Accounting or Business Management with a concentration in Accounting

  • 6+ years of accountant experience

  • 3+ years of senior accountant experience

OR

  • High School diploma or equivalent

  • 10+ years of accountant experience

  • 3+ years of senior accountant experience

Additional Requirements

Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter.

Preferences

  • Experience in local government or public accounting

  • Supervisory experience

Salary$104, 908 - $178,628
