Nature of Work

This position functions under Human Resources to coordinate recruitment efforts, assist in the onboarding processes for new team members, and foster positive relationships between the Mesilla Valley Regional Dispatch Authority (MVRDA and the community through targeted public relations and outreach initiatives. This position will also serve as the backup for HR processes, assisting with essential human resources functions as needed. The role also involves managing the organization’s social media presence, preparing press releases, developing and modifying various internal and community presentations, and performing general administrative tasks to support the team. Additionally, they will act as the liaison between the Employee Relations Committee and employees and provide administrative support to the Peer Support Team

Environmental Factors:

Work is performed in standard office environments at various locations and facilities and outdoors, where occasional hazards may exist, including uneven ground surfaces as well as varied weather and traffic conditions.

Physical Factors:

Light physical demands; mostly desk work, some lifting and carrying of files and supplies. Frequent to constant use of a personal computer.

Work Situation Factors:

Position involves competing demands, performing multiple tasks, working to deadlines, regular work beyond normal business hours, including weekends and some holidays. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and Mesilla Valley Regional Dispatch Authority policies.

Duties and Responsibilities

Community Engagement and Public Relations

  • Develop and execute strategies to enhance the organization’s public image and community presence.

  • Build and maintain relationships with community leaders, local organizations, and industry professionals to support outreach efforts.

  • Coordinate the participation of MVRDA employees at community events, conferences, and networking functions.

Advertising and Marketing

  • Create and manage advertising campaigns to attract potential members and raise organizational awareness.

  • Manage the organization’s social media presence by creating, scheduling, and engaging with content across platforms.

  • Oversee the website and SharePoint/Intranet, ensuring content is current, accurate, and aligned with branding goals.

  • Analyze metrics for social media and website performance, making data-driven recommendations for improvements.

New Hire Onboarding

  • Assist in coordination and facilitate onboarding for new hires, including preparing materials and orientation. Collaborate with team members to ensure presentations, PowerPoints, and documents are up to date and aligned with MVRDA’s vision and goals.

Event Planning and Execution

  • Organize and participate in recruitment events, job fairs, and community outreach activities to enhance talent pipelines.

  • Plan and coordinate internal and external events, such as workshops and seminars, to support organizational and community engagement goals.

  • Coordinate with vendors, manage event logistics, and ensure seamless event execution.

Reporting and Analysis

  • Monitor and analyze community outreach and recruitment metrics, including time-to-fill, candidate sources, and diversity statistics.

  • Generate regular reports to evaluate outreach and recruitment efforts, using data to adapt and improve strategies.

General Support and Administration

  • Provide support to Human Resources team members on various administrative projects and initiatives as needed.

  • Maintain accurate records and databases for community engagement, recruitment, and employee relations committee.

  • Oversee the administrative side of the Public Safety Telecommunicator Academy working closely with the Training Supervisor to ensure deadlines are met.

  • Other duties as assigned.

Minimum Qualifications

Bachelor’s degree in Human Resources, Communications, Marketing, Public Relations, Public Administration, or a related field required plus a minimum of one (1) year of experience in relevant professional responsibilities. A combination of education, experience, and training may be considered, in accordance with the Mesilla Valley Regional Dispatch Authority policy.

Licenses/Certifications:

A valid driver’s license is required. The position requires an acceptable driving record in accordance with Mesilla Valley Regional Dispatch Authority policies. Must be able to pass a thorough background check and pre-employment drug screening.

Knowledge, Skills, and Abilities

Knowledge of:

  • Public Relations & Communication : Principles, practices, and techniques of effective public relations, mass communications, marketing, advertising, event planning, and customer service.

  • Writing & Editing : Standards for preparing effective correspondence, including grammar, composition, spelling, punctuation, vocabulary, and editing techniques.

  • Community Resources: Local area resources, locations, events, community programs, and benefits provided by support agencies.

  • Digital & Social Media : Web content development, site management, and digital marketing, including SEO practices, social media platforms, website publishing, and editing software.

  • Technical & Regulatory : Familiarity with job-related technical terminology, as well as Federal, State, and local laws, ordinances, and regulations relevant to the organization.

  • Organizational Operations : Understanding of the Mesilla Valley Regional Dispatch Authority’s structure, policies, procedures, and operational guidelines.

Skills in:

  • Program & Project Management : Effectively managing programs and projects; analyzing issues, evaluating alternatives, and making logical recommendations.

  • Information Presentation : Preparing and presenting information clearly and concisely to audiences, including report generation containing findings and recommendations.

  • Interpersonal Communication : Building consensus among groups, demonstrating effective interpersonal skills, and managing conflict resolution.
