Nature of Work

Performs entry-level professional civil engineering work, including plan design, project management and/or contract administration.

E NVIRONMENTAL FACTORS

Position may involve both inside and outside work, depending on functional area; outside work involves exposure to all weather conditions, traffic conditions, noise, dust, gases, asbestos, radiation, electrical systems and construction equipment.

PHYSICAL FACTORS

Position may involve light to moderate physical activity; ability to lift and carry items weighing up to 40 pounds; ability to move about construction sites; safety equipment includes hard hat, traffic vest, ear plugs, eye protection and safety shoes

WORK SITUATION FACTORS

Position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.

This position is a grade RX20.

Duties and Responsibilities

  • Creates construction drawings and documents for roadway, traffic signals, street lights, multi-use paths, drainage systems, water/wastewater systems and natural gas systems; performs calculations in accordance with City design standards.

  • Under the responsible charge of a professional/licensed engineer, serves as project manager in coordinating the various aspects of design projects and engineering related programs, including preparing preliminary and final cost estimates; construction plans, contract documents, material specifications, acquisition of right of way and easements.

  • Manages staff through appropriate delegation and work supervision; meets regularly with staff to discuss and resolve workload and technical issues; reviews work in progress in order to anticipate technical and management problems; recommends changes to improve the organization's functions and processes; interprets statutes and regulations.

  • Supervises assigned staff; prioritizes and assigns tasks and projects; disciplines, trains, cross-trains and evaluates staff; counsels, coaches and instructs employees as required; monitors work and evaluates performance; ensures staff adhere to policies and procedures in compliance with local, state and federal regulations.

  • Drafts projects using manual and Computer Aided Design Drafting (CADD) equipment; creates engineering drawings from field data, sketches, rough drawings, raw data, diagrams and verbal/written instructions.

  • Prepares preliminary and final cost estimates, contract documents, material specifications, schedules, bid tabs and correspondence.

  • Performs special studies of existing infrastructure; recommends improvements and prepares special reports.

  • Assists with coordination of projects with external agencies; responds to questions or concerns from the public; supplies information and documentation regarding various projects; assists with monitoring progress by reviewing construction schedules, conducting field inspections of projects; communicates with inspectors/contractors to address issues/conflicts, delays and corrections to materials or methods; May provides work direction to work crews and other engineering staff.

  • Reviews material testing lab and project payments; verifies that correct unit prices are used; forwards payment requests for approval.

  • Schedules, directs and conducts field meetings with engineers, surveyors, contractors, inspectors, residents and other City departments and government staff.

  • Reviews subdivision preliminary/final plats and re-plats, subdivision construction plans, subdivision cost breakdowns, commercial building plans and right of way plans.

  • Reviews drainage and geo-technical reports.

  • Meets with developers, private engineers and City engineers and staff to discuss comments and design standard requirements.

  • Conducts preliminary survey and construction staking; performs project reconnaissance; measures features and slopes; maps utility blue stakes.

  • Uses aerial photographs and digital maps of properties to identify owners and digital maps of utilities to identify size and types of lines.

  • Generates contract bid documents, including quantity tallies and writing specifications for unusual bid items.

Minimum Qualifications

Bachelor's Degree in Civil Engineering or closely-related field PLUS three years of experience in civil engineering. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.

Licenses and/or Certifications

Valid driver's license is required. Position requires an acceptable driving record in accordance with City of Las Cruces policies; New Mexico EIT certification required. Must be eligible to obtain New Mexico Registered Professional Engineer Licensure within one year. May require Storm Water Pollution Prevention certification.

Knowledge, Skills, and Abilities

Considerable knowledge of: Codes, standards, and specifications related to the design and construction of roadway, utility, and drainage projects; construction practices and techniques used in the construction and maintenance of roadway, utility, and drainage projects, subdivisions, and private permits; occupational hazards and safety standards and practices applicable to construction sites; surveying practices, techniques, and equipment and mathematical computational software and methods used in survey work; accounting fundamentals as they apply to processing invoices of completed work and fund allocation tracking to assure proper coverage of payments.

Ability to:Understand and interpret graphic instructions such as blueprints, specifications, schematic drawings, contract documents, legal documents, or other visual aids; analyze traffic control requirements in roadway construction areas for compliance with MUTCD; communicate with others and to assimilate and understand information in a manner consistent with the essential job functions; make decisions in accordance with construction plans and specifications, and City policies and procedures; comprehend and make inferences from material written in the English language; work cooperatively with other City employees, public officials, contractors, and the general public.

Skills in: preparing solutions for installation conflicts, using past experience and education that provide same quality end product at most cost-effective completion; measuring quantities of completed work such as earthwork, paving materials, pipe lengths, concrete flatwork, and concrete structures; calculating surface areas, lineal distances, and volumes of measured quantities by performing computerized verifications; verifying calculations submitted for compliance and accuracy; operating a personal computer and various related software applications.
