Job Description

The Office of Financial Management(OFM)is housed within State Budget Office and is responsible for the State of Michigan’s payroll and tax functions. OFM staff perform central accounting and payroll control activities, developing and issuing statewide accounting policies, and monitoring compliance by agencies with state accounting policies and is looking for an Agency Liaison. The role of an accountant 9-12: Under the close supervision of the Section Manager, responsibilities include defining new payroll processes, recommending improvements regarding current payroll processes, assisting in tax adjustment, balancing, testing and review, recommending and preparation of employee payroll and tax adjustments, and performing payroll and tax reporting monitoring activities.

As an Accountant with OFM, you will:

  • Be responsible for recommending and entering payroll and tax adjustments with a heavy focus on W-2 corrections (form W-2c).

  • Assist in defining new payroll processes and reviewing current processes ensuring operational efficiency in the Payroll and Tax Reporting Division.

  • Assist in calendar year end tax reporting activities, helping ensure accuracy of W-2/1095-C forms and tax filings.

  • Perform Payroll and Tax Reporting monitoring activities.

Office location is Lansing, MI, however, The Office of Financial Management currently offers a hybrid work option (combination of remote/in-office days) which requires one day working on-site at the official workstation with the potential of up to four days remote work per week. Candidates should confirm work location and schedule at the time of interview. Work must be performed in the state of Michigan. If you currently reside outside of Michigan, you must relocate to Michigan to perform the duties of this position. Relocation expenses are not reimbursed.

Required Education and Experience

Education

Possession of a bachelor's degree with at least 24 semester (36 term) credits in accounting.

Applicants who possess a degree from a foreign college or university must have their academic credentials evaluated or converted into U.S. educational equivalents unless the degree has been recognized by the Council on Higher Education Accreditation (CHEA). Experience

Accountant 9

No specific type or amount is required.

Accountant 10

One year of professional experience performing or auditing the systematic classification and evaluation of accounting data and the preparation of related financial and managerial reports equivalent to an Accountant 9 or Auditor 9.

Accountant P11

Two years of professional experience performing or auditing the systematic classification and evaluation of accounting data and the preparation of related financial and managerial reports, including one year equivalent to an Accountant 10, Auditor 10, or Assistant Auditor General 10.

Accountant 12

Three years of professional experience performing or auditing the systematic classification and evaluation of accounting data and the preparation of related financial and managerial reports, including one year equivalent to an Accountant P11, Auditor P11, or Assistant Auditor General P11.

Relevant experience for this position includes payroll and tax adjustment processing, W-2 and W-2c accuracy review and preparation, preparation and review of quarterly and annual tax forms and filings, and taxable wage calculation validation and monitoring.

Note: Experience is considered professional if the job required a bachelor's degree.

Alternate Education and Experience

Possession of a Certified Public Accountant certification (CPA) may be substituted for one year of Accountant P11 experience.

OR

Possession of a Certified Management Accountant certification (CMA) may be substituted for six months of Accountant P11 experience.
