Job Description

This position serves as the Division’s Grant and Lien Specialist and is independently responsible for providing guidance and handling complex issues with an annual $60 million MI Neighborhood and CDBG portfolio and proactively and reactively overseeing up to 1,000 + housing mortgage servicing activities for the Division. The Specialist reviews applications, evaluates eligibility of project with federal HUD and/or Treasury regulations, and works with local grantees and stakeholders to ensure HUD compliance. In order to solve CDBG lien related issues, the employee is responsible for responding to and finding program specific resolutions to lien related questions from the team and/or manager. This Specialist is also responsible for the management of a MI Neighborhood portfolio of state and federally funded projects from application approval, project set-up, project completion, to closeout. In addition, the Specialist is responsible for servicing oversight which consists of monitoring homeowner insurance coverage, recording refinanced mortgages, calculating mortgage payoffs. This position is also responsible for other assignments as determined by management. Including but not limited to conducting organizational and pre-award financial annual partnership reviews.

Required Education and Experience

Education

Possession of a bachelor's degree in any major.

Experience

Four years of professional experience, including two years equivalent to the experienced (P11) level or one year equivalent to the advanced (12) level.

Special Requirements, Licenses, and Certifications

Equivalent combinations of nonprofessional experience, identified by the appointing authority and approved by Civil Service that are represented by subclass codes, will be accepted for classified, professional experience equivalent to the P11-level and above. The nonprofessional experience must be related to departmental programs and services that provide the required knowledge, skills, and abilities.
