Location: This position is hybrid, based in Lanham, Maryland. Candidates must be local to Lanham, MD or willing to relocate. Role: Delmock Technologies Inc. is seeking a Program Manager to help transform our federal client’s organization and accelerate mission execution through emerging and disruptive technologies, innovative business models, retooled program operations and industry-driven solutions. The PM shall be a direct liaison to the IRS product team and shall be responsible for the supervision and management of all the Contractor’s personnel. The PM shall be the single point of contact for the Contracting Officer (CO) and the Contracting Officer Representative (COR) and is responsible for program and schedule management. The PM also serves as the Transition Manager during transition-in and transition-out activities. Responsibilities: Organizes, directs, and manages multiple, complex, and interrelated project tasks. Communicates with CISO, CIO, CTO, and business owners at senior executive levels within a customer organization. Communicates with leadership of other contractors. Meets with customer and contractor personnel to formulate and review task plans and deliverable items, and effectively execute in accordance with approved plans. Develops performance measures and implements a performance management approach for contractor performance evaluation. Develops a Capability Release Playbook. Develops and executes an Enterprise life cycle management plan. Coordinates leadership and internal and external stakeholder sessions Powered by Qualtrics. Develops and executes an IT strategic communications plan. Develops and documents stakeholder engagement processes including a proposed stakeholder interaction model. Develops a repeatable process for aligning program governance needs with oversight guidance. Develops Executive briefings. Develops an IT Organizational Readiness Plan. Develops and maintains a Strategic Product Roadmap. Develops a capability planning process. Minimum Requirements: Bachelor's degree in information technology, Computer Science, Information Systems, Project Management, or related field. Seven (7) years of experience in managing large scale programs and projects. Five (5) years of experience leading projects within the government financial/IT management sector (e.g., Department of Treasury, Internal Revenue Service (IRS), Federal Reserve Board). Experience with Agile Methodologies, DevSecOps, SDLC/ELC, SAFe, and Kanban. Certifications: Project Management Professional (PMP) certification, or 7yrs of related experience. Preferred/Nice to Have: Experience in implementing Taxpayer Experience Platform. Clearance: Active IRS MBI (Minimum Background Investigation) Clearance.
