Federal Government AND IT Services/Software Development Proposal Experience Required

We are seeking an experienced IT Technical Proposal Manager to join our team and lead the development of compliant, compelling, and winning proposals in response to federal government solicitations. This individual will be required to work closely with members of NexGen and client's teams, including but not limited to subject matter experts, technical staff, and project managers.
Essential Duties and Responsibilities include the following:
As the IT Technical Proposal Manager, you will be responsible for managing and executing the proposal lifecycle for federal government RFPs, RFQs, and RFIs. You will work closely with cross-functional teams to ensure the delivery of high-quality, compliant, and persuasive proposals that showcase NexGen's IT capabilities.
Proposal Management
Lead and coordinate the entire proposal process from kickoff to final submission, ensuring on-time and compliant deliverables. Develop and maintain proposal schedules, outlines, and compliance matrices, aligning them with RFP requirements. Facilitate proposal reviews (Color Team reviews) and manage version control to ensure highest-quality submissions. Collaborate with capture managers and executives to define win themes, discriminators, and proposal strategies. Communicate proposal requirements, deliverables, and deadlines to cross-functional team members and leadership. Technical Focus & Methodologies Showcase understanding of software development, IT professional services, and Agile methodologies in proposal responses. Ensure solutions and approaches reflect industry best practices, current technologies, and relevant compliance standards. Compliance & Quality Assurance Interpret and clarify all proposal instructions, evaluation criteria, and compliance requirements within the RFP. Implement and enforce proposal processes, standards, and quality assurance procedures. Maintain a well-organized and version-controlled proposal library, including boilerplate materials, past performance references, and resumes. Team Leadership & Collaboration Mentor junior proposal coordinators, writers, and other support staff, providing guidance on best practices and professional development. Foster a collaborative environment with SMEs, graphics designers, contracts, pricing, and other stakeholders to produce comprehensive, high-quality proposals. Serve as the primary point of contact for all proposal-related matters, addressing questions and resolving conflicts. Collaborate with the staff to identify, address, and mitigate security risks and ensure compliance with the relevant regulatory requirements.? Other duties as assigned.
Technical Skills:
Proposal Management Experience: 3+ years of proposal management experience, specifically in federal government contracting. Knowledge of Agile: Familiarity with Agile methodologies, terminology, and best practices. Compliance Knowledge: Strong understanding of FAR, DFARS, and other federal acquisition regulations as well as industry-standard proposal processes (Shipley, APMP). Project Management: Proven ability to manage complex project deadlines, delegate tasks, and ensure team alignment. Collaboration & Leadership: Experience leading cross-functional teams, conducting review sessions, and interacting with senior executives. Tools Proficiency: Proficient with MS Office Suite (Word, Excel, PowerPoint), Adobe Acrobat, and project management tools (e.g., MS Project or equivalent).
Additional Requirements:
Exceptional written and ver al communication skills, with a keen eye for detail and clarity. The successful candidate will also be able to pass background screening prior to employment. US Citizenship, or legal permanent residence, or US work authorization with minimum 3 years of continuous US presence is required due to federal contract requirements.
Education/Experience:
Bachelor's degree in English, Communications, Business, IT, or a related field (Master's degree preferred).

Compensation: $55/hour to $75/hour (Dependent on Experience)
