About the Work Unit

The mission of the Colorado Division of Fire Prevention and Control is to safeguard those that live, work, learn, and play in Colorado by reducing threats to lives, property and the environment. The Division safeguards the public through: fire prevention and code enforcement; wildfire preparedness, response, suppression, coordination, and management; training and certification; public information and education; and technical assistance to local governments. With the passage of Senate Bill SB23-214, the Division of Fire Prevention and Control was provided additional funding in order to expand the existing Professional Development Unit into a Community Risk Reduction (CRR) and Education Branch to be implemented as of July 1, 2023. The work unit will be split into two primary purposes Professional Development (Education) and Community Risk Reduction (CRR).

Professional Development Unit:

Augment the generic training and third-party certifications currently used to certify local governmental entities’ inspection and plans examiner professionals and private third-party inspection professionals with state supported training and education, relevant to the inspection of and plan review for facilities overseen by the Division;

Perform random inspections (validation surveys) of facilities and construction projects subsequent to inspections performed by state certified governmental entities’ inspection professionals and private third-party inspection professionals. A certain percentage of local inspections are chosen for validation. The intent is to compare the deficiencies identified during inspections by both the local and state inspectors in order to identify discrepancies. These discrepancies are relayed to the local inspection agency for remedial action;

Perform frequent coordinated inspections with local governmental entities’ inspection professionals and private third-party inspection professionals. This is especially important with new inspectors in smaller jurisdictions, where the inspections will serve as a mentorship opportunity;

Perform random peer-review of construction documents submitted to local governmental entities’ plans examiner professionals for permitting. The process is very similar to the validation survey process noted above. Included in these peer reviews will be mentoring and training opportunities, which has previously been unavailable to many of these jurisdictions;

Respond to and investigate complaints, primarily for the Suppression program.

About the Job

The primary purpose of this position is to oversee the day-to-day operation of the Professional Development Unit. The position reports directly to the CRR & Education Branch Chief and serves as a resource to the Branch Chief to improve processes and staff productivity.

This position oversees training for inspectors and plan reviewers operating within this unit, including basic and advanced procedures and protocols for validation inspections, coordinated inspections, plan review peer review, and complaint investigations. This position evaluates and tracks the progress of inspector and plan reviewer staff training and determines readiness of inspectors for advanced training and cross training. The position supervises, evaluates, and recommends promotion or remedial action for staff under their authority. The position is responsible for planning, scheduling, and monitoring training and educational opportunities, validation inspections, coordinated inspections, plan review peer review, and complaint investigations spanning all the Section’s programs. The position interprets applicable licensing and certification guidelines for both staff and customers and guides and counsel’s customers through the regulatory process. This position reviews deficient practice citations and ensures staff follow established best practices and that the citations are objective, thorough, and legally defensible. In consultation with the Branch Chief, as necessary, the position negotiates appropriate resolutions with local operators while protecting the public good.

This position requires a high level of knowledge and experience in the professional field of building, fire, and life safety code administration including (but not limited to); code enforcement, plan reviews, and inspections. The agency management may rely on the consultation of this position before deciding broad interpretations of adopted codes and standards. This position is authorized to issue expert opinions that provide direction for further actions by the Units’ Plans Examiners and Inspectors.

This position will assist in the design of strategy, systems, processes, and guidelines that directly impact the work unit's ongoing operation. Responsibilities may also include project documentation, monitoring and reporting of project status, tracking accomplishments versus operational requirements, resolving issues and change initiatives, risk analysis, and deliverables. This position will also assist with planning and resolving logistical and inter-agency needs.

Key Responsibilities:

Supervision

Monitors and evaluates plan review/inspection/survey staff performance. Conducts performance evaluations of all team members, counsels, and makes recommendations regarding advancement or remediation. Initiates personnel actions including hiring, promotions, and corrective actions.

Unit Activity Prioritization Management

Develops and maintains the schedule of training and educational opportunities, validation inspections, coordinated inspections, plan review peer review, and complaint investigations for each separate program, maintaining regulatory compliance for plan review conduct, survey and inspection frequency, team composition, team member skills and prioritization concerning agency compliance and complaint history. Participates in budget preparation and develops duty schedules within budgetary constraints.

Coordinated Inspections and Validation oversight, Plans Review/Peer review, and Complaint Investigations for all the Sections’ Programs

Monitors validation inspections, coordinated inspections, plan review peer review, and complaint investigations activities of the work unit and provides oversight of these activities. Ensures that staff conforms to procedures for scheduling, conducting, reporting, documenting, and processing this workload. Reviews and evaluates staff’s written reports to ensure that documentation of deficient practice is supported by sufficient evidence, and that reports are concise, easy for the reader to understand, appropriately formatted, and grammatically correct. Reviews complaint allegations and prioritizes them for timely investigation. When necessary, assists staff with complex reviews of local and third-party provider’s work. When certified locals and third-party entities challenge DFPC staff decisions, evaluates compliance with regulations and makes decisions concerning certifications, and/or recommendations for initial or continued certification. Writes clear, accurate and legally defensible deficiency citations.

Customer Guidance Through Regulatory Process

Provides direction and instruction regarding regulatory requirements and inspection and survey processes to regulated providers. Clarifies the underlying rationale and intent of the regulations for the requested programs and explains any unfamiliar concepts. If a regulated provider’s activities are found to be deficient, discusses problems or violations and provides advice and counsel to correct the issues. Tracks the entire list of regulated providers and potential providers. Position may be asked to perform other duties to fulfill the mission of DFPC.

Train and Mentor Unit Inspectors and Plans Examiners

Position acts as a preceptor and trains inspectors and plans examiners in all aspects of unit assignments. Responsible for conducting and facilitating training for plan examiners and inspectors in both the field and office. Provides ongoing advanced training for plan reviewers and inspectors based on available opportunities and the individual employee’s level of expertise and knowledge base, and provides remedial training where necessary. Assists with the development and revision of training tools, protocols, and curriculum. Evaluates and assists subordinates in the office and the field as required to assist with meeting workload requirements.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS

  • 8 years of professional experience in building, fire, and life safety code administration including (but not limited to): code enforcement, plan reviews, & inspections; and preferably experience in the design of strategy, systems, processes, and guidelines that directly impact a work units ongoing operation.

    OR

  • Bachelor's or Advanced degree from an accredited institution in any field AND;

  • Four (4) year of professional experience in building, fire, and life safety code administration including (but not limited to): code enforcement, plan reviews, & inspections; and preferably experience in the design of strategy, systems, processes, and guidelines that directly impact a work units ongoing operation.

    AND

  • Possess and maintain Certified Fire Plans Examiner (NFPA or ICC Certification) or ICC Commercial Building Plans Examiner

  • Possess and maintain Certified Commercial Building Inspector or ability to attain within 6-months of hire

  • Possess and maintain Certified Fire Inspector II (NFPA or ICC Certification) or ability to attain within 6-months of hire

    CONDITIONS OF EMPLOYMENT

  • Must be Colorado resident at the time of application.

  • Current valid driver's license at time of hire, and must obtain a Colorado-issued driver's license within 6 months of hire.

  • This position will operate a state vehicle.

  • Requires successful completion of a background investigation that includes a polygraph exam, a fingerprint based criminal history search and drug test.
