About the Work Unit
The Colorado State Patrol’s (CSP) Policy and Research (PAR) unit provides administrative policy and research services to the agency’s members and CSP Command Staff. The unit also maintains agency wide forms, reports, manuals, operational bulletins and other administrative assignments in order to meet the needs of the Staff Services Branch and the organization, as well as satisfying CALEA accreditation requirements through policy development, Executive Accreditation Report (ExAR) requirements and organizational goals that are consistent with best practices within modern policing. All documents delivered by the PAR unit must be prepared and provided in a timely, accurate, thorough, professional, and well-written manner. Members of the work unit are occasionally required to travel short distances to attend stakeholder meetings.
About the Job
The purpose of this position is contribute to and satisfy the requirements of the Policy & Research work unit, researching, authoring CALEA compliant policies, research best practices, creating and modifying agency forms and reports as necessary, creating operational bulletins and temporary orders, and contributing to other administrative assignments required to meet the needs of the Staff Services Branch.
Key Responsibilities
Policy Management – Research, Development and Authoring
Researches and authors written directions on a variety of topics that affect the organization such as legislation, industry best practices, improvement opportunities, etc. Ensures written directives and processes are CALEA compliant, are aligned with current law enforcement best practices and meet current legislative mandates and state, federal regulations. Partners with internal stakeholders to present a unified message regarding tactical and strategic directives and initiatives. Works independently and part of a collaborative team, often managing multiple assignments and deliverables all with high priorities within the agency. Must manage time effectively. Reviews current written directives ensuring existing written directives do not conflict.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
NOTE: To be considered for this position, you must meet one of the following options for consideration.
MINIMUM QUALIFICATIONS
Six years of professional experience in conducting policy review or analysis, technical writing, administrative experience performing standard research and evaluation or policy research.
OR
Bachelor's degree from an accredited institution in any field of study AND two years of professional experience in conducting policy review or analysis, technical writing, administrative experience performing standard research and evaluation or policy research.
REQUIRED COMPETENCIES
Excellent written and verbal communication skills
Strong team-player who can also work independent
Ability to maintain objectivity while making recommendation
Strong attention to detail and accuracy
Strong analytical problem-solving ability
Researcher with the ability to fact find and summarize findings articulate
Ability to edit and proofread with precise attention to detail
Experience working Microsoft Office Software
PREFERRED QUALIFICATIONS
Experience with technical writing related to directives, guidelines, rules, policy and procedures.
Experience in policy and development.
Knowledge of law enforcement best practices, standards and compliance
Experience working with Google Workspace
CONDITIONS OF EMPLOYMENT
Must be a Colorado resident at the time of application.
Current valid driver's license at time of hire, and must obtain a Colorado-issued driver's license within 6 months of hire. May need to travel for meetings with stakeholders and other functions such as Strategic Review and Forecast meetings.
Requires successful completion of a background investigation that includes a polygraph exam, a fingerprint based criminal history search and drug testing.
WORK ENVIRONMENT
Core work hours in the office, Monday to Friday, 8am - 5pm.
