Office of the Secretary of the Interior ACCOUNTANT (SYSTEMS) in Lakewood, Colorado

Summary This position is part of the Office of the Secretary of Interior, IBC HRD Payroll Operations Division, Systems Analysis and Client Support Branch, Systems and Auditing Section. The purpose of this position is to maintain and enhance the division's internal applications, focusing on solving complex challenges to drive automation and improve operational efficiency. Responsibilities Reviews changes in new regulations and related agency/bureau policies impacting the payroll program to ensure application software is designed with the appropriate functional requirements and capabilities to ensure compliance. Evaluates the effectiveness and efficiency of existing application software utilized in the payroll program. Makes functional design enhancements or develops new capabilities to achieve the objectives of the organization. Reviews the existing internal control system impacting the payroll program to determine if the controls are adequate to provide reasonable assurance of meeting component objectives efficiently and effectively and of safeguarding government resources. Works closely with leaders of Government and private audit teams in the evaluation of system controls and validity of data. Provides data support and analysis, as requested. Qualifications ALL APPLICANTS FOR THIS POSITION MUST POSSESS THE FOLLOWING BASIC REQUIREMENTS:(NOTE: YOU MUST PROVIDE LEGIBLE TRANSCRIPTS SHOWING COMPLETED COURSEWORK AND DEGREE(S) AWARDED AS VERIFICATION OF YOUR EDUCATION). A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., evaluation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to the basic requirement above, at the GS-09, you must meet the one of the following qualification requirements in order to be considered for the Accounting (Systems) position: A. One year of specialized experience that is equivalent in difficulty and complexity to the GS-07 level in the Federal service. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement involves experience with developing business requirements documentation or technical software specifications; conducting tests on software; using internal controls and auditing concepts. OR B. A master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related in one of the following fields: Accounting, Auditing, Business Administration, Communication, Finance, HR Management, etc. OR C. A combination of education and experience as defined above which equals 100%. In addition to the basic requirement above, at the GS-11, you must meet the one of the following qualifications requirements in order to be considered for the Accounting (Systems) position: A. One year of specialized experience that is equivalent in difficulty and complexity to the GS-09 level in the Federal service. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement involves experience in developing business requirements documentation or technical software specifications; utilizing data analytic tools (i.e. Microsoft Access) to test software and evaluate results; evaluating internal control systems to determine if the controls are adequate and proposing changes when necessary; experience with software development cycles pertaining to the design and testing of a financial or payroll system. OR B. Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, in a related field which demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
