Function Statement:

This position serves on the District 07 survey crew.

The incumbent is required to have special knowledge of the use of GPS data adjustment and LA property laws.

The incumbent is required to operate computer and GPS survey equipment.

This position requires the incumbent to possess and maintain licensing in the following areas: Registration as Land Surveyor or an Intern working toward same.

The incumbent will participate in DOTD structured training programs and attend all continuing education classes and conferences deemed necessary to facilitate the performance of required tasks.

The incumbent must be self-motivated and able to perform duties many times with or without direct supervision and be knowledgeable enough to interpret unforeseen conditions as they may arise. While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.

The incumbent is required to possess the following specialized knowledge, skills, abilities, as well as to maintain the following licensing and operate the following equipment:

Specialized knowledge and abilities: Working knowledge of complex computer software, such as Excel, Word, Microstation, InRoads, InRoads Survey, Project Wise, Arc GISPro, Arc GIS Online, OpenRoads and Post Processing Software.

Required Licenses: Possession of a current Surveyor Intern Certificate or Louisiana Professional Land Surveying License and possess a valid Louisiana Class “E” Driver’s License.

Types of Equipment and skills needed for this job:

Uses and provides on the job training for the operation of GPS Systems, Total Station Systems, Automatic Levels, and Data Collectors. With the Data Collector, you are expected to know how to switch from GPS RTK to GPS Network to Conventional and Back to either GPS modes and understand all required settings.

Job Duties & Responsibilities:

Surveyor Intern 1- To apply scholastic theory and elementary surveying skills to a variety of tasks involving standard procedures and practices in the field and office in order to acquire practical experience for licensure. Possession of a current Louisiana Land Surveyor Intern certificate.

Surveyor Intern 2– To apply scholastic theory and elementary surveying skills to a variety of tasks involving standard procedures and practices in the field and office in order to acquire practical experience for licensure. Possession of a current Louisiana Land Surveyor Intern certificate plus one year of land surveyor intern experience following Land Surveying Intern certification.

Surveyor 3– Possession of a current Louisiana license to practice professional land surveying. Differs from Surveyor Intern 2 by the presence of a Louisiana Professional Land Surveyor license and duties that require the professional stamp. Differs from Surveyor 4 by the absence of full independence when performing work of a greater size and scope.

Surveyor 4- To provide practical application of land surveying theory and skills to a variety of field or office tasks involving standard procedures and practices. Possession of a current Louisiana license to practice professional land surveying and one of the following: One year of licensed land surveying experience or five years of professional land surveying experience. Differs from Surveyor 3 by the presence of full independence when performing work of a greater size and scope. Differs from Surveyor 5 by the absence of responsibility for serving as a lead over a survey crew on a regular basis or as a lead over contracted surveyors.

Surveyor 5-Differs from Surveyor 4 by the presence of responsibility for serving as a lead over a survey crew on a regular basis or as a lead over contracted surveyors. Possession of a current Louisiana license to practice professional land surveying and one of the following: Two years of licensed land surveying experience or six years of professional land surveying experience.

50% Roadway surveys for the development of plans for overlay projects, interstate rehabilitation projects, guardrail replacement projects, hazard elimination projects, intersection improvements, etc. Analyze survey data, station projects, create existing surfaces, horizontal and vertical alignments from survey data. Create cross-sections and profiles based on the survey alignment and existing surfaces. Have a working knowledge of Point Clouds. Prepare Pre-Job Conferences and a Safety Plan for each project.

10% Management of a District Wide GIS Database of District Assets.

10% Right of way map preparation for roadway projects. Prepares drawings which document property surveys and taking lines for right-of-way acquisition. This must be supervised, stamped, and signed by a Professional land surveyor.

10% Property surveys for the acquisition of right-of-way or return of excess right-of-way to private landowners. This also includes the re-establishment of property corners that may have been destroyed by construction projects. This must be supervised by a Professional Land Surveyor.

5% Drainage surveys performed for the Department to improve run-off capabilities for roads and streets. Performs surveys as requested by the local levee-boards for drainage improvements on ditches and canals. Establishes the location of easements and right-of-way pertaining to both.

5% Forensic surveys for accident site locations involving lawsuits brought against the Department. These surveys are requested through the Attorney General’s office and involve a complete topographic survey showing all obstacles, sight distances, signing, degree of curve and location of right-of-way and property lines. This must be assisted by a professional land Surveyor due to the attorneys requesting a stamp on the plats.

5% Trains engineering technicians in the methods, equipment, software, and legal requirements for the above listed surveys.

5% Special Duty: May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.

May be used by any state agency.
