REGIONAL ADMINISTRATOR POSITION# 50634924

This is a high-level position, which serves as Program Manager 2-DHH/Regional Administrator assisting the Physician V Regional Medical Director in directing the execution of public health programs and all matters impacting the administrative operations of the Office of Public Health (OPH) within Region 4 which consists of7 health units, and l regional office, l Children's Special Health Clinic, and Women, Infants, and Children (WIC) contract sites with a table of organization of 72. Region 4 represents Acadia, Evangeline, Iberia, Lafayette, St. Landry, St. Martin and Vermilion Parishes. Directly supervises 5 Office of Public Health personnel consisting of 1 Program Manager 1-B/DHH, Social Worker 6-A and the Immunization Program Supervisor. The responsibilities listed enables this position to direct the various disciplines and units to effectively provide comprehensive public health services within the region.

40% Oversees all day-to-day operations regarding all administrative and programmatic concerns of the Office of Public Health with regional health, social and economic impact at the legislative hearing, local governing body meetings and budget conferences. Provides interfacing between OPH and parish police juries, municipal authorities, community leaders, other agency heads, and area legislators. Evaluates and assesses physical facilicy requirements based on demands for services and officials to provide detailed specifications to architects for space and essential requirements such as clinic flow, labs, pharmacies, etc. Coordinates maintenance of all parish health units with police juries.

30% Develops plans to implement and deliver health services. Sets priorities for service delivery within Region 4 in accordance with agency guidelines, applicable policies, and strategic plans. Directs the execution of all public health programs, monitors and evaluates efficacy, quality, and compliance with state and federal regulations, and takes corrective actions as necessary. Supervises the planning and implementation of regional staff development programs for professional and non-professional staff. Researches, plans, and develops strategies to assess and address community needs. Supervises all program managers within the OPH Region 4 and supervises other regional staff, as deemed appropriate. Conducts periodic staff meetings to discuss operatic n issues, personnel matters, etc. Researches, develops, and implements innovative approaches to the delivery of quality public health services in the region, including collaborations with community partners. Negotiates contracts and memorandums of understanding (MOUs) related to public health activities with providers in the region in consultation with the Regional Medical Director.

Provides leadership and participates in the development or regional health promotion activities and initiatives. Participates in the planning of, and attends, training programs, seminars, workshops, management, and supervisory meetings to keep abreast current trends and changes in public health. Represents the Agency in meetings with community groups, governmental and private officials, etc. Performs other duties as directed and/or approved by the Regional Medical Director. Authorizes travel for regional office and/or health unit staff and approves travel reimbursement requests.

15% Prepares and monitors state budgets for the parish health units and regional office, and develops, reviews, and approves fiscal and administrative matters such as purchasing, leasing fee collection, etc. Approves purchases/expenditures. Oversees interaction of each health unit with respective police juries concerning millage budgets, parish hired employees, and equipment/supply purchases. Recruits and negotiates contracts or (MOUs) with other allied health professionals or entities to provide ancillary preventative health services in parishes via grant or foundation monies. Directs or conducts all human resources activities in the region including recruiting, interviewing, hiring, orientation, training, assignment of new Region 4 employees. Assists Regional Medical Director with personnel corrective actions such as counseling, placing staff on supervised work or leave plans, etc.

15% Assist Regional Medical Director with development, planning, make assignments, and directing the execution of actions to stand-up, operate, and stand-down a Medical Special Needs Shelter (MSNS) when the region is activated. May serve as back-up Incident Commander to the Regional Medical Director during the operation of a MSNS, which includes representing OPH and the State Health Officer during emergency conditions that precipitate the implementation of a National Incident Management System within Region 4. In such capacity, interfaces with parish Emergency Operations Director, parish police juries, city government, GOHSEP, law enforcement, National Guard, etc. Develops plans, makes assignments, and directs the execution of Continuity of Operations plans (COOP) for health units and regional office. Oversees Region 4 participation in tabletop operations, limited and full-scale exercises, and other Emergency Preparedness activities within the region.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus four years of professional level experience in administrative services, economics, public health, public relations, social services, health services, or surveying and/or assessing health or social service programs or facilities for compliance with state and federal regulations.

SUBSTITUTIONS:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

Graduate training with eighteen semester hours in one or any combination of the following fields will substitute for a maximum of one year of the required experience on the basis of thirty semester hours for one year of experience: public health; public relations; counseling; social work; psychology; rehabilitation services; economics; statistics; experimental/applied statistics; business, public, or health administration.

A Juris Doctorate will substitute for one year of the required experience.

A master's degree in public health; counseling; social work; psychology; rehabilitation services; economics; business, public, or health administration will substitute for one year of the required experience.

Graduate training with less than a Ph.D. will substitute for a maximum of one year of the required experience.

A Ph.D. in public health; counseling; social work; psychology; rehabilitation services; economics; business, public, or health administration will substitute for two years of the required experience.

NOTES:

Health services include all services dealing with the diagnosis and treatment of disease, or the promotion, maintenance and restoration of health for sick or injured individuals.
